Inclusion of students with disabilities in the university and public policies: a critical look

Resumo: | This study aims to analyze the process of inclusion of students with disabilities in Brazilian universities. To that end, official documents consulted to legitimize the entry of students with disabilities in basic education and higher education. Although the analysis shows that there has been, over the years, public policies increased and expansion in enrollment of students with disabilities in schools and universities, the results reveal that public guidelines for access and retention of students with disabilities at the university does not guarantee conditions for compliance. The theoretical framework is guided in authors that address the inclusion from a non-reductionist bias, as Mantoan (1997) and Sassaki (2003). It is concluded that the low number of students with disabilities in universities is the result of a problem that permeates modern society: the devaluation of disabled person as a citizen who has the right to a quality education. |

Para tanto, são consultados documentos oficiais que legitimam a entrada de alunos com deficiência na educação básica e no ensino superior. Apesar de a análise mostrar que houve, ao longo dos anos, aumento de políticas públicas e ampliação na matrícula de alunos com deficiência nas escolas e universidades, os resultados revelam que as diretrizes públicas de acesso e permanência de alunos com deficiência na universidade não garante condições para o seu cumprimento. O referencial teórico se pauta em autores que abordam a inclusão a partir de um viés não reducionista, como Mantoan (1997) e Sassaki (2003).
