Envy in Public Organizations: introductory reflections

Resumo: This paper aimed to reflect on the feeling of envy in the universe of public administration. The discussions dealt about how envy can be understood by public managers in a management perspective, specifically about its causes and consequences in the organizational field. It is noticed that the impacts of envy can affect the effectiveness of public institutions, and at the same time, it can be an element of human behavior monitored and analyzed by the managers. It is noted that the sentiment in the screen is treated in the sphere of psychology and in the context of private organizations, the approaching with the characteristics of public organizations is still incipient, however necessary, since like other human feelings, the envy is inherent to their human relations and organizational. It is concluded that works should emerge that bring together relations among the consequences of envy at work of public organizations and their management possibilities, being this a path to improving practices of people management.

As discussões trataram sobre como a inveja pode ser compreendida pelos gestores públicos numa perspectiva de gerenciamento, especificamente quanto suas causas e consequências no campo organizacional.  Percebe-se que os impactos da inveja podem afetar a efetividade das instituições públicas, e que, ao mesmo tempo, pode ser um elemento do comportamento humano monitorado e analisado pelos gestores. Constata-se que o sentimento em tela é tratado na esfera da psicologia e no contexto de organizações privadas, a aproximação com as caraterísticas das organizações públicas é ainda incipiente, porém necessária, uma vez que, assim como os demais sentimentos humanos, a inveja é inerente às próprias relações humanas e humano-organizacionais.
