Limits and possibilities of the uses of the Official Gazettes of the Federal Government as a source for research on bureaucratic elites

Resumo: This article aims to discuss the limits and possibilities of using the Official Gazette (DOU) as a source of research into the professional and political paths of Brazilian bureaucratic elites based on two research reports. The DOU was inaugurated in 1862 and is linked to the National Press, being published daily on the Federal Government website. In two initial sections, we return to the concept of documentary research in the social sciences and situate the way in which the DOU works. To contribute to the understanding of the uses of the DOU as a documental source, in a third section we explore the data collection carried out in two investigations: one on the internationalization patterns of public prosecutors, Union lawyers and federal delegates; and another on assignments and requisitions of federal police officers to other public bodies. Our report allows us to state that by taking the DOU as a research source, it becomes possible to consult a standardized documentary data matrix with a long history of publication of administrative acts. On the other hand, there is small margin for research of a qualitative nature or that seek greater depth in the investigated reality.

El DOU fue inaugurado en 1862, está vinculado a la Imprensa Nacional y se publica diariamente en el sitio web del Gobierno Federal. En dos secciones iniciales, retomamos el concepto de investigación documental en las ciencias sociales y situamos el funcionamiento del DOU. Para contribuir a la comprensión de los usos del DOU como fuente documental, en una tercera sección exploramos la recolección de datos realizada en dos investigaciones: una sobre los patrones de internacionalización de fiscales, procuradores y delegados federales; y otra sobre las asignaciones y requisiciones de policías federales a otros organismos públicos. Nuestro informe nos permite afirmar que al tomar el DOU como fuente de investigación es posible consultar una matriz de datos documentales estandarizada con una larga historia de publicación de actos administrativos. Por otro lado, hay poco espacio para investigaciones cualitativas o que busquen mayor profundidad en la realidad investigada.Esse artigo tem como objetivo debater os limites e as possibilidades dos usos do Diário Oficial da União (DOU) como fonte de pesquisa dos percursos profissionais e políticos das elites burocráticas brasileiras a partir do relato de duas investigações. O DOU foi inaugurado em 1862 e encontra-se vinculado à Imprensa Nacional, sendo publicado diariamente no sítio eletrônico do Governo Federal. Em duas seções iniciais, retomamos o conceito de pesquisa documental nas ciências sociais e situamos o modo de funcionamento do DOU. Para contribuir com a compreensão sobre os usos do DOU como fonte documental, numa terceira seção exploramos as coletas de dados realizadas em duas investigações: uma sobre os padrões de internacionalização de procuradores da República, advogados da União e delegados federais; e outra sobre as cessões e requisições de policiais federais para outros órgãos públicos. Nosso relato permite afirmar que ao se tomar o DOU como fonte de pesquisa se torna possível a consulta a uma matriz de dados documentais padronizada e com longo histórico de publicação de atos administrativos.
