Individual competencies for project management: A study in a Public Healthcare Institution

Resumo: | This study aimed to assess the level of importance and proficiency in individual competencies required for project management in a Brazilian public health institution. The research employed an exploratory approach, incorporating both qualitative and quantitative methods. Competencies identified from the theoretical framework were analyzed using content analysis and described in the form of observable behaviors, resulting in a total of 48 competencies. Subsequently, a questionnaire was administered to 18 strategic project managers within the institution, and based on their self-assessment, the priorities for competency development were established using the Training Needs Index [TNI]. The participants regarded all presented competencies as highly important for their professional performance. Furthermore, the results indicated that the managers possessed a high level of professional qualification for project management. However, the focus of development efforts should be directed towards specific competencies gaps identified in some managers, particularly related to cost management, scope, procurement and contracting, and communication. The research contributes to the enhancement of project management competencies among the institution's project managers and advances the discussion on competencies required for public health project management. |

O estudo teve como objetivo avaliar o grau de importância e domínio das competências individuais requeridas para a gestão de projetos em uma instituição de saúde pública brasileira. Tratou-se de um estudo exploratório de natureza qualitativa e quantitativa. As competências identificadas a partir do referencial teórico foram analisadas por meio de análise de conteúdo e descritas em forma de comportamentos observáveis, gerando um total de 48 competências. Posteriormente, um questionário foi aplicado a 18 gerentes de projetos estratégicos e, a partir da autoavaliação desses profissionais, estabeleceu-se as prioridades de desenvolvimento de competências por meio do cálculo do Índice de Necessidades de Treinamento [INT]. Os participantes consideraram todas as competências apresentadas muito importantes para a atuação profissional. Além disso, os resultados apontaram que os gestores possuem alto nível de qualificação profissional para a gestão dos projetos, devendo o foco no desenvolvimento ser concentrado em lacunas de competências específicas de alguns gestores relacionadas ao gerenciamento de custos, escopo, de aquisições e contratações e de comunicação. A pesquisa contribui para o desenvolvimento das competências dos gerentes de projetos da instituição analisada e para o avanço do debate acerca de competências para gestão de projetos na saúde pública.
