Identification and importance of stakeholders in road concession engineering projects

Resumo: Road concessions contribute to the development of the service and construction sector, attracting international investors and generating thousands of jobs. The stakeholders have a fundamental role in the development of engineering projects that subsidize the investment values of the companies that provide the concessions service, aiming to obtain a profitable return. The present research aimed to identify and analyse the importance of stakeholders in highway concession projects. Exploratory research was carried out with a qualitative approach and a multiple case study research strategy. The projects analysed were (a) Return Device, (b) Highway Duplication and (c) General Inspection Post in the state of São Paulo. The primary data were collected through semi-structured interviews with the professionals who worked on the selected projects. The secondary data was obtained through documentary analysis of project documents and records. It was possible to identify the stakeholders in the engineering projects in the scope of the highway concession under study, as well as their importance. The research contributed for the organizations to know the stakeholders, being able to give greater emphasis on those of greater importance for each type of enterprise, helping for a more effective management.

As partes interessadas (stakeholders) possuem um papel fundamental no desenvolvimento dos projetos de engenharia que subsidiam os valores dos investimentos das empresas que prestam o serviço de concessões visando obter um retorno lucrativo. A presente pesquisa teve como objetivo identificar e analisar a importância das partes interessadas nos projetos de concessão de rodovias. Foi realizada uma pesquisa exploratória com abordagem qualitativa e estratégia de pesquisa estudos de casos múltiplos. Os projetos analisados foram (a) Dispositivo de Retorno, (b) Duplicação de Rodovia e (c) Posto Geral de Fiscalização no estado de São Paulo. Os dados primários foram coletados por meio de entrevistas semiestruturadas com os profissionais que atuaram nos projetos selecionados. Os dados secundários foram obtidos por meio de análise documental de documentos e registros dos projetos. Foi possível identificar as partes interessadas nos projetos de engenharia no âmbito de concessão rodoviária em estudo, bem como a sua importância.
