With increasing competitive pressure on the organizations to reduce costs and provide quality services, this work aims to create a plan for managing the project for the creation of the Center for Distance Training for State Servers. In in this plan are included the project scope statement that the product is a pilot course in Writing Official, as well as all the activities time management, cost management, communications management, risk management and procurement management project. For the construction of this plan was used as a methodological strategy the qualitative research to gather the information needed to create a consistent plan aimed at the success of the project with the possibility of continuing in the future. One of the main results of this work is to contribute to improving the quality of services rendered to the society through innovation processes and services that will be enabled from the more training of all servers in the State of Santa Catarina.
