Gestão de línguas em ambiente empresarial fronteiriço: um estudo de caso na Itaipu Binacional

Resumo: | This research has as theme the language management in a border working environment and has as scenario the Itaipu Binacional hydroelectric power plant, located in the border between Brazil and Paraguay. Built in the 1970s and completed in 2007, the power plant, the world's largest power generator, has Brazilian and Paraguayan employees, who are part of the multilingual context of the trinational border of Foz do Iguaçu (Brazil), Ciudad del Este (Paraguay) and Puerto Iguazú (Argentina). In order to contribute to Language Policy research in border regions (BERGER, 2015; FIAMENGUI, 2017; DAY, 2013) and to fill a gap on workplace language management studies, developed mainly in the northern hemisphere (ANGOURI, 2013; LADEGAARD; JENKS, 2015; VAN DER WORP; CENOZ; GORTER, 2018), we looked at the language management policies and actions at Itaipu Binacional. In a case study, we investigated the practices, linguistic attitudes and management strategies of multi/plurilingualism adopted by employees of the MEG-1 sector, using Spolsky's model (2004; 2009) as a theoretical input for the analysis of language policies. For this purpose, methodological procedures were adopted such as the documental analysis of the plant's official guidelines that regulates the use of languages; the observation of the linguistic practices of Brazilian and Paraguayan workers within the MEG-1 framework; and the application of questionnaires to Brazilian employees seeking to understand their perceptions regarding the linguistic policies and practices adopted in the work environment, as well as their attitudes towards the languages circulating in the company and sector. In conclusion, it was understood that the company's language policies, since its foundation, have guided that the official languages are Portuguese and Spanish and they instruct only with regard to written communication and the company’s linguistic landscape. In the daily work practices of MEG-1 employees, the intercomprehension of Latin languages was observed as an effective communication strategy between Paraguayans and Brazilians, although in the perception of the respondents of the questionnaire common sense prevails and they believe that portunhol is in fact the tool used in oral practices among employees. Regarding the respondents' attitudes towards the Portuguese, Spanish and Guarani languages, the answers were neutral. This survey falls within the field of Linguistic Policy research and it is pertinent because it covers issues that are of interest in the scope of multi/plurilingualism management surveys in border regions and reveals strategies for managing linguistic interactions in the work environment peculiar to the Latin American context, highlighting actions that may be taken into consideration in future studies. |

Con el fin de contribuir a la investigación sobre Política Lingüística realizada en las fronteras (BERGER, 2015; FIAMENGUI, 2017; DAY, 2013) y llenar un vacío en los estudios sobre la gestión de lenguas en entornos laborales, desarrollado principalmente en el hemisferio norte (ANGOURI, 2013; LADEGAARD; JENKS, 2015; VAN DER WORP; CENOZ; GORTER, 2018), analizamos las políticas y acciones de gestión de lenguas en Itaipu Binacional. En un estudio de caso, investigamos las prácticas, actitudes lingüísticas y estrategias de gestión del multi / plurilingüismo adoptadas por los empleados del sector MEG-1, utilizando como base teórica el modelo de Spolsky (2004; 2009) para el análisis de políticas lingüísticas. Con este fin, los procedimientos metodológicos adoptados fueron el análisis documental de las directrices oficiales de la central hidroeléctrica que rigen el uso de los idiomas; la observación de las prácticas lingüísticas de los trabajadores brasileños y paraguayos dentro del alcance de MEG-1; y la aplicación de cuestionarios a los empleados brasileños con el fin de comprender sus percepciones con respecto a las políticas y prácticas lingüísticas adoptadas en el entorno de trabajo, así como sus actitudes hacia las lenguas que circulan en la empresa y su sector. En conclusión, se ha entendido que las políticas lingüísticas de la compañía establecen que los idiomas oficiales son el portugués y el español y solo dan instrucciones con respecto a la comunicación escrita y la señalización de Itaipú. En las prácticas diarias de trabajo de los empleados del MEG-1, se observó la intercomprensión de lenguas emparentadas como una estrategia de comunicación efectiva entre paraguayos y brasileños, aunque en la percepción de los encuestados del cuestionario - brasileños - prevalece el sentido común y creen que portunhol es, de hecho, la herramienta utilizada en las prácticas orales entre los empleados. En cuanto a la actitud de los encuestados hacia los idiomas portugués, español y guaraní, las respuestas fueron neutrales. Esta disertación se enmarca en el campo de la investigación de la Política Lingüística y resulta pertinente porque cubre preguntas que son de interés en el ámbito de las investigaciones de gestión del multi/plurilingüismo en las regiones fronterizas y revela estrategias para gestionar las interacciones lingüísticas en el entorno laboral propias del contexto latinoamericano, destacando acciones que pueden ser tomadas en consideración en estudios futuros.Esta pesquisa tem como tema a gestão de línguas em um ambiente de trabalho fronteiriço e possui como cenário a Usina Hidrelétrica Itaipu Binacional, localizada na fronteira entre Brasil e Paraguai. Construída na década de 1970 e finalizada em 2007, a usina, maior geradora de energia elétrica do mundo, possui funcionários brasileiros e paraguaios, que fazem parte do contexto multilíngue da fronteira trinacional: Foz do Iguaçu (Brasil), Ciudad del Este (Paraguai) e Puerto Iguazú (Argentina). Com o objetivo de contribuir com as pesquisas em Política Linguística realizadas em fronteiras (BERGER, 2015; FIAMENGUI, 2017; DAY, 2013) e a fim de preencher uma lacuna nos estudos em gestão de línguas em ambiente de trabalho, desenvolvidas principalmente no hemisfério norte (ANGOURI, 2013; LADEGAARD; JENKS, 2015; VAN DER WORP; CENOZ; GORTER, 2018), lançamos o olhar às políticas e ações de gestão de língua na Itaipu Binacional. Em um estudo de caso, investigamos as práticas, atitudes linguísticas e estratégias de gestão do multi/plurilinguismo adotadas por funcionários do setor MEG-1, pertencente ao Departamento de Manutenção, utilizando como aporte teórico o modelo de Spolsky (2004; 2009) para análise das políticas linguísticas. Para tanto, adotaram-se como procedimentos metodológicos a análise documental de diretrizes oficiais da usina, que regem sobre o uso das línguas; a observação das práticas linguísticas dos trabalhadores brasileiros e paraguaios no âmbito da MEG-1; e a aplicação de questionários aos funcionários brasileiros, buscando compreender suas percepções em relação às políticas e práticas linguísticas adotadas no ambiente de trabalho, bem como suas atitudes em relação às línguas que circulam na empresa e em seu setor. Em conclusão, compreendeu-se que as políticas linguísticas da empresa, desde sua criação, orientam que as línguas de uso administrativo e, mais tarde, oficiais, correspondem ao português e ao espanhol e instruem apenas no que diz respeito à comunicação escrita e à sinalização de Itaipu. No cotidiano de trabalho, observou-se nas práticas orais diárias dos funcionários da MEG-1 a intercompreensão de línguas próximas, a saber, português e espanhol, como estratégia de comunicação eficaz entre paraguaios e brasileiros, muito embora na percepção dos respondentes do questionário – brasileiros – o senso comum prevaleça e acreditem que o portunhol seja de fato a ferramenta utilizada nas práticas orais entre os empregados. No que se refere às atitudes dos respondentes com relação às línguas portuguesa, espanhola e guarani, as respostas se mostraram neutras. This research has as theme the language management in a border working environment and has as scenario the Itaipu Binacional hydroelectric power plant, located in the border between Brazil and Paraguay. Built in the 1970s and completed in 2007, the power plant, the world's largest power generator, has Brazilian and Paraguayan employees, who are part of the multilingual context of the trinational border of Foz do Iguaçu (Brazil), Ciudad del Este (Paraguay) and Puerto Iguazú (Argentina). In order to contribute to Language Policy research in border regions (BERGER, 2015; FIAMENGUI, 2017; DAY, 2013) and to fill a gap on workplace language management studies, developed mainly in the northern hemisphere (ANGOURI, 2013; LADEGAARD; JENKS, 2015; VAN DER WORP; CENOZ; GORTER, 2018), we looked at the language management policies and actions at Itaipu Binacional. In a case study, we investigated the practices, linguistic attitudes and management strategies of multi/plurilingualism adopted by employees of the MEG-1 sector, using Spolsky's model (2004; 2009) as a theoretical input for the analysis of language policies. For this purpose, methodological procedures were adopted such as the documental analysis of the plant's official guidelines that regulates the use of languages; the observation of the linguistic practices of Brazilian and Paraguayan workers within the MEG-1 framework; and the application of questionnaires to Brazilian employees seeking to understand their perceptions regarding the linguistic policies and practices adopted in the work environment, as well as their attitudes towards the languages circulating in the company and sector. In conclusion, it was understood that the company's language policies, since its foundation, have guided that the official languages are Portuguese and Spanish and they instruct only with regard to written communication and the company’s linguistic landscape. In the daily work practices of MEG-1 employees, the intercomprehension of Latin languages was observed as an effective communication strategy between Paraguayans and Brazilians, although in the perception of the respondents of the questionnaire common sense prevails and they believe that portunhol is in fact the tool used in oral practices among employees. Regarding the respondents' attitudes towards the Portuguese, Spanish and Guarani languages, the answers were neutral. This survey falls within the field of Linguistic Policy research and it is pertinent because it covers issues that are of interest in the scope of multi/plurilingualism management surveys in border regions and reveals strategies for managing linguistic interactions in the work environment peculiar to the Latin American context, highlighting actions that may be taken into consideration in future studies. |
