Resumo: This work starts from the premise that in a country like Brazil, which has such unequal living conditions, universities need to be socially engaged. In this context, social innovations emerge as an alternative capable of articulating the knowledge produced to social demands. In this way, we sought to analyze the institutional context of social innovation in five federal universities in the northern region of Brazil, which showed significant similarity among themselves, with the strategy adopted by them being a favorable factor for the development of social innovation actions. However, the other institutional arrangements analyzed, responsible for acting as means of promoting and fostering actions, proved to be inefficient and incapable of promoting changes. It appears, therefore, that the social change desired by the institutions in their strategy needs more elements for it to be institutionalized.

En este contexto, las innovaciones sociales emergen como una alternativa capaz de articular el conocimiento producido a las demandas sociales. De esta forma, buscamos analizar el contexto institucional de la innovación social en cinco universidades federales de la región norte de Brasil, que presentaban significativa similitud entre ellas, siendo la estrategia adoptada por ellas un factor favorable para el desarrollo de acciones de innovación social. Sin embargo, los demás arreglos institucionales analizados, encargados de actuar como medios de promoción y fomento de acciones, se mostraron ineficientes e incapaces de promover cambios. Parece, por tanto, que el cambio social deseado por las instituciones en su estrategia necesita más elementos para su institucionalización.Este trabalho parte da premissa de que em um país como o Brasil, que apresenta condições de vida tão desiguais, as universidades precisam estar engajadas socialmente. Nesse contexto, as inovações sociais surgem como uma alternativa capaz de articular o conhecimento produzido às demandas sociais. Desta forma, buscou-se compreender como ocorre a política de inovação social em Universidades Federais do Norte do Brasil. Para tanto, foi analisado o contexto da inovação social sob a abordagem teórica do institucionalismo, utilizando-se dos referenciais propostos por Juliani (2015): Estratégia, Estrutura e Mecanismos de suporte; tendo como método a análise de conteúdo. Nesse estudo de múltiplos casos, visualizou-se uma significativa similaridade entre as instituições pesquisadas. Na análise acerca do elemento estratégia, percebe-se que este atua como um incentivo ao processo. Contudo, quanto à estrutura, identificamos limitações e, for fim, quanto aos mecanismos de suporte, estes demonstraram-se pouco eficientes, ambos se apresentando como barreiras. Abstract: This paper starts on the premise that universities need to be socially engaged in a country like Brazil, which has such unequal living conditions. In this context, social innovations emerge as an alternative capable of articulating the knowledge produced to social demands. In this way, we sought to understand how the social innovation policy occurs in Federal Universities in Northern Brazil. Therefore, the context of social innovation was analyzed under the theoretical approach of institutionalism, using the references proposed by Juliani (2015): Strategy, Structure and Support Mechanisms; using content analysis as a method. In this multiple case study, it was observed a significant similarity between the institutions surveyed. In the analysis of the strategy element, it can be seen that it acts as an incentive for the process.
