Brazilian normal rural schools: formation for missionary teachers (1952-1963)

Resumo: was analyzed the institutional dynamics of normal schools in Brazil between the years 1950-1962, mainly, from the National Campaign for Rural Education - CNER, presenting some international references which influenced their organization. Documents, magazines and other papers published by CNER, through the Ministry of Education and Culture, between the years 1954 to 1962, were accessed in order to achieve the goal. This procedure revealed and highlighted the organizational models of these schools. The findings presented that all over their historical process, the Brazilian rural normal schools were inspired by educational ideals motivated on the one hand, by Mexican cultural missions, on the other by American purposes, which financing funds brought about the imperative demand to change and transform peasant cultures. Therefore, proposals for rural normal schools, were strongly shaped according to foreign and capitalist interests, a campaign intensely marked by North American pragmatic aspects. The analyzes carried out on the documents identified that a progress of rural education distanced from a national system of public and popular education, in which teacher formation was developed according to the political, social and economic interests. The analyzes also revealed an institutionality self-oriented to meet, not the requirements of a national educational project, but aimed at taking and incorporating referents and pedagogical experiences from other countries, with purposes other than offering education for the autonomy of education and the rural population.

Para alcançar este objetivo consultamos as Revistas da CNER que foram publicadas entre 1954-1962, o que nos permitiu evidenciar modelos organizativos dessas escolas. Constatamos que ao longo de seu processo histórico, as escolas normais rurais brasileiras foram motivadas por ideais educacionais que se fundamentava, de um lado, nas missões culturais mexicanas, de outro nas determinações americanas, cujos financiamentos provenientes traziam o imperativo de mudança e transformação das culturas campesinas. Desse modo, propostas para o modelo de escola normal rural se moldavam fortemente segundo interesses estrangeiros e capitalistas, marcados pela vertente pragmática norte-americana. A partir de nossas análises podemos identificar o avanço de uma educação rural distanciada de um sistema nacional de educação pública e popular na qual a formação docente foi desenvolvida segundo interesses e uma institucionalidade própria para atender, não as exigências de um projeto educativo nacional, mas tomando e incorporando referentes e experiências pedagógicas oriundas de outros países, com intuitos outros que não a educação para autonomia da educação no meio rural. Analizamos la dinámica institucional de las escuelas normales en Brasil entre los años 1950-1962, particularmente desde la Campaña Nacional para la Educación Rural - CNER, discutiendo algunas referencias internacionales que influyeron en su organización. Para lograr este objetivo, entre otros documentos, consultamos las revistas publicadas por CNER, con el Ministerio de Educación y Cultura, entre los años 1954 y 1962, lo que nos permitió evidenciar los modelos organizativos de esas escuelas. Constatamos que a lo largo de su proceso histórico, las escuelas normales rurales brasileñas fueron motivadas por ideales educativos que fueron inspirados, por un lado, por las misiones culturales mexicanas, por otro, por las determinaciones estadounidenses, cuya financiación proveniente, provocó el imperativo de cambiar y transformar las culturas campesinas. De esta manera, las propuestas para escuelas normales rurales, se moldearon fuertemente de acuerdo con intereses extranjeros y capitalistas, una campaña marcada fuertemente por un aspecto pragmático de América del Norte. Con base en los análisis que llevamos a cabo, podemos identificar el progreso de la educación rural lejos de un sistema nacional de educación pública y popular, en el que la capacitación docente se desarrolló de acuerdo con intereses políticos, sociales y económicos.
