Food Strategies of Poor Rural Families in the West Region of Santa Catarina

Resumo: Brazilian civil society contributed to the conception of Food and Nutrition Security and, as of 2003, in the formulation and management of specific public policies. This notion defends people's right to regular and permanent access to quality food in sufficient quantity, without compromising other basic needs. This paper aims to analyze the food strategies of poor rural families. The analysis is based on research carried out in sixteen municipalities with rural characteristics of the West Region of Santa Catarina, applied to 67 families assisted by the Bolsa Família Program between 2011 and 2018. The results indicate that poor families adopt different strategies of food supply, with emphasis on four mechanisms: i) production in both rural and urban areas; ii) acquisition in markets that allow payment in installments; iii) loan, exchange and donation with relatives and / or neighbors; and iv) donation of employers, churches and city halls. No family was starving, but most were living in food insecurity, and were deprived of other basic needs for food. The set of public policies was not enough to ensure access to food in quantity, quality and diversity, since it did not propose to remove the main determinants of poverty: the lack of access to land and to productive insertion mechanisms.

Esta noción defiende el derecho de las personas al acceso regular y permanente a alimentos de calidad y en cantidad suficiente, sin comprometer otras necesidades básicas. Este trabajo tiene por objetivo analizar las estrategias alimentarias de familias rurales pobres. El análisis se basa en investigaciones realizadas en dieciséis municipios con características rurales de la Región Oeste de Santa Catarina, junto a 67 familias asistidas por el Programa Bolsa Familia entre 2011 y 2018. Los resultados indican que las familias los pobres adoptan diversas estrategias de abastecimiento de alimentos, con destaque para cuatro mecanismos: i) producción tanto en áreas rurales como en el perímetro urbano; ii) adquisición en mercados que permiten el pago a plazo; iii) préstamo, intercambio y donación junto a familiares y / o vecinos; y iv) donación de empleadores, iglesias y prefecturas. Ninguna familia estaba pasando hambre, pero casi todas vivían en situación de inseguridad alimentaria, además de privarse de otras necesidades básicas en favor de la alimentación. De hecho, el conjunto de políticas públicas no fue suficiente para asegurar el acceso a los alimentos en cantidad, calidad y diversidad, ya que no se propuso remover los principales condicionantes de la pobreza, a saber, el acceso a tierra y a mecanismos de inserción productiva.A sociedade civil brasileira contribuiu na concepção da Segurança Alimentar e Nutricional e, a partir de 2003, na formulação e gestão de políticas públicas específicas. Essa noção defende o direito das pessoas ao acesso regular e permanente a alimentos de qualidade e em quantidade suficiente, sem comprometer outras necessidades básicas. Com base nessa perspectiva, este artigo tem por objetivo analisar as estratégias alimentares de famílias rurais pobres. A análise fundamenta-se em pesquisas realizadas em dezesseis municípios com características rurais da região Oeste de Santa Catarina, junto a 67 famílias assistidas pelo Programa Bolsa Família entre 2011 e 2018. Os resultados indicam que as famílias pobres adotam diversas estratégias de aprovisionamento de alimentos, com destaque para quatro mecanismos: i) produção tanto em áreas rurais quanto no perímetro urbano; ii) aquisição em mercados que permitem o pagamento a prazo; iii) empréstimo, troca e doação junto a familiares e/ou vizinhos; e iv) doação de empregadores, igrejas e prefeituras. Nenhuma família estava passando fome, mas quase todas viviam em situação de insegurança alimentar, além de se privarem de outras necessidades básicas em prol da alimentação.
