PERFORMANCE EVALUATION OF FINANCIAL SUSTAINABILITY OF MINDELO UNIVERSITY (CAPE VERDE): A CONSTRUCTIVIST MULTICRITERIA MODEL

This article has exploratory-descriptive nature and its goal is build a multi-criteria evaluation constructivist model to support the financial management of the Mindelo University (MU), based in Cape Verde, Africa. Thereunto, we selected the Multicriteria methodology Decision Support-Constructivist (MCDA-C). Through the interviews with the Dean we identified 51 concepts grouped in the concerning areas:Plans and Budgets; Negotiations with Financing Entities; Financial Execution and Control.The model constructed allowed: (i) the global evaluation of performance of UM that indicated 50 points on a scale from 0 to 100; (ii) the proposeof actions to improve the indicators which were with a performance at a committal level that, if implemented, they could leverage the performance of MU; and (iii) the read back of indicators with those proposed by the literature, in which were observed that most of them was not incorporated by the ad hoc model developed to the research’s constructivist bias.
