LOCAL ANALYSIS OF WATERWAY TERMINALS USING THE SMARTER METHOD: THE CASE OF BRAZIL-URUGUAY WATERWAY

Resumo: The possibility of reactivation of the navigation previewed in the project of the Brazil-Uruguay Waterway has generated great expectation, since it will provide an important axis of water transport, connecting the Uruguay countryside to Brazil, through the territory of the state of Rio Grande do Sul. After that, we sought identifying localities with potential to receive cargo transport terminals along the future waterway, using the multicriteria decision support technique called SMARTER. The results of the research reveal as viable alternatives 11 of the 13 localities pointed out in a study carried out by the Ministry of Transport, ie. a convergence of 77% occurred, evidencing the suitability of the method used.

En vista de esto, se busca identificar los lugares con potencial para recibir los terminales de transporte de carga a lo largo de la futura vía acuática con el uso de múltiples criterios, técnica de apoyo a la decisión llamada SMARTER. Los resultados de la encuesta revelan como alternativas viables 11 de los 13 lugares identificados en un estudio llevado a cabo por el Ministerio de Transporte; es decir, hubo una convergencia de 77%, lo que demuestra la idoneidad del método utilizado.A possibilidade de reativação da navegação prevista no projeto da Hidrovia Brasil-Uruguai tem gerado grande expectativa, pois proporcionará um importante eixo de transporte hidroviário, ligando o interior do Uruguai ao Brasil através do território gaúcho. Diante disto, busca-se identificar localidades com potencial para receberem terminais de transporte de carga ao longo da futura hidrovia, com o uso da técnica multicritério de apoio à decisão denominada SMARTER.
