MODAL CHOICE IN FREIGHT TRANSPORTATION: CABOTAGE AS ALTERNATIVE FOR SOUTHERN BRAZILIAN SHIPPERS

Resumo: This paper aims to identify Brazilian southern industrial producers' preferences for freight transport service attributes by analyzing and quantifying their mode choice on domestic shipments among road and maritime alternatives. Using stated preference (SP) data, discrete choice models were estimated with a behavioral approach based on the Random Utility Theory. The best model was the nested logit, including a correlation between the unobserved component of the utility of the cabotage alternatives. Shippers' inelasticity to modal shifts suggests that it is hard to achieve relevant modality shifts by reducing cabotage freight and improving the maritime service level.

Con datos de encuestas de preferencia declarada (PD), han sido estimados modelos de elección discreta basados en la Teoría de la Utilidad Aleatoria. El mejor modelo estimado fue el logit jerárquico, incluyendo correlación entre componentes no observables de la utilidad de las alternativas de cabotaje. La inelasticidad de los cargadores al cambio modal apunta dificultad para el crecimiento del cabotaje con sólo reducción del flete y mejora del nivel del servicio marítimo.O objetivo deste estudo é analisar a escolha do modo de transporte por estabelecimentos industriais do Rio Grande do Sul (RS) entre alternativas rodoviárias e marítimas de cabotagem, no transporte de cargas destinadas a outros estados brasileiros. Modelos de escolha discreta foram estimados com dados obtidos de uma pesquisa de preferência declarada (PD). O modelo que apresentou melhor ajuste foi o logit hierárquico, incluindo correlação entre componentes não observáveis das utilidades da cabotagem.
