Resumo: With the objective of analyzing the performance of elementary school students in the municipal schools of Santa Maria/RS, in relation to IDEB, considering the expenses per student, a case study was carried out from 2013 to 2015, with a qualitative approach. Eleven schools with IDEB were identified, where only 4 exceeded the goals. In general, these schools have a lower cost per student, lower reproduction rates and better trained faculty, emphasizing the professionalism of the management and the social context, in comparison to the others. We conclude that in order to understand school performance, public entities need to adopt management tools.

We conclude that in order to understand school performance, public entities need to adopt management tools.Con el objetivo de analizar el desempeño de los alumnos de la enseñanza fundamental de las escuelas municipales de Santa Maria / RS en relación al IDEB, considerando los gastos por alumno, se realizó un estudio de caso de 2013 a 2015, con abordaje cualitativo. Se identificaron 11 escuelas con IDEB, donde sólo 4 superaron las metas. En general, estas escuelas presentan costo por alumno más bajo, menores tasas de reprobación y cuerpo docente con mejor formación, resaltando el profesionalismo de la gestión y el contexto social, en comparación a las demás. Se concluye que para entender el desempeño escolar, las entidades públicas necesitan adoptar herramientas de gestión.Com objetivo de analisar o desempenho dos alunos do ensino fundamental das escolas municipais de Santa Maria/RS, em relação ao IDEB, considerando os gastos por aluno, realizou-se um estudo de caso de 2013 a 2015, com abordagem qualitativa. Identificou-se 11 escolas com avaliação no IDEB, sendo que apenas 4 superaram as metas. Em geral, essas escolas apresentam custo por aluno mais baixo, menores taxas de reprovação e corpo docente com melhor formação, ressaltando-se o profissionalismo da gestão e o contexto social, em comparação às demais.
