ANALYSIS OF CHANGES IN THE PEAPLE MANAGEMENT PROCESS OCCURRED IN THE IMPLANTATION OF ISO 9001

Resumo: The aim of this article is to identify the people management processes required to implement the ISO 9001 quality system and to analyze the changes that have occurred in the area. A qualitative and quantitative research was carried out in 12 companies, through the application of a questionnaire distributed electronically. The research subjects are made up of people who participated directly in the ISO 9001 certification process. In the analysis of the results it was possible to notice that in many organizations, the changes occurred to adapt the processes of people management to the requirements of the norm. The processes were those related to personnel planning, job description and analysis, training and development, leadership training, recruitment and selection, and performance appraisal. It was also observed that with the implementation of ISO 9001, the area of people management had both positive and negative aspects. The main positive aspects point to the transformation of people management in a strategic area where the attraction, retention and training of employees are aligned with organizational purposes, strategies and objectives. Performance evaluation began to be used as a tool for people development, employees had an increase in their participation in decisions. The negative aspects are related to increased bureaucracy and the participation, commitment, and engagement of leadership. The perception of the great majority of respondents was that with the implementation of ISO 9001, the organizations implemented human resources policies that started to work effectively.

Foi realizada uma pesquisa qualitativa e quantitativa, em 12 empresas, por meio da aplicação de questionário distribuí­do eletronicamente. Os sujeitos da pesquisa são constituí­dos por pessoas que participaram diretamente do processo de certificação da ISO 9001. Na análise dos resultados foi possí­vel perceber que em boa parte das organizações, as mudanças ocorreram para adequar os processos de gestão de pessoas às exigências da norma. Os processos foram os relacionados ao planejamento de pessoal, análise e descrição de cargos, treinamento e desenvolvimento, capacitação da liderança, recrutamento e seleção e avaliação de desempenho. Observou-se ainda que com a implementação da norma ISO 9001, a área de gestão de pessoas teve tanto aspectos positivos quanto negativos. Os principais aspectos positivos, apontam para a transformação da gestão de pessoas em uma área estratégica, onde a atração, retenção e capacitação dos funcionários passaram a estar alinhados aos propósitos, estratégias e objetivos organizacionais. A avaliação de desempenho passou a ser utilizada como instrumento de desenvolvimento das pessoas, os funcionários tiveram um aumento em sua participação nas decisões. Os aspectos negativos estão relacionados ao aumento da burocracia e à participação, comprometimento e engajamento da liderança.
