Resumo: Systemic planning is presented as an appropriate model for tourism development in the application of sustainable proposals, since it enables better conditions for economic sustainability, contributes to social sustainability, and supports the environmental sustainability of tourism. Management by processes is a management methodology which is appropriate for the present-day scenario of business and territorial organizations, which is characterized by permanent change, continual innovation and interaction with the client in the management processes. Based on these premises, the objective of this essay is to present a proposal for understanding the tourism territorial system. The proposal was presented in two parts: the process of understanding and the verification of the applicability of a tourism territory, in this case, the tourism destination of Itapema - SC. The relevance of the proposal was demonstrated, based on a specific reflection, which presents the dynamic of tourism as the predominant variable in the process of construction of its territory. The proposed process proved to be sufficiently flexible for its application to other territories, adapting to the specific dynamics. La gestión por procesos es una metodología gerencial adecuada al escenario actual de las organizaciones empresarias y territoriales, que se caracteriza por cambios permanentes, innovaciones continuas e interactividad del cliente en los procesos de gestión. Ante tales presupuestos, el objetivo de este ensayo es presentar una propuesta de comprensión del sistema territorial turístico. La propuesta fue presentada en dos momentos: el proceso de comprensión y la verificación de la aplicabilidad en un territorio turístico, en el caso, el destino turístico Itapema – SC. Se verificó la aplicabilidad de la propuesta a partir de una realidad específica, que presenta la dinámica del turismo como variable predominante en el proceso de construcción de su territorio. El proceso propuesto se presentó flexible lo suficiente para ser aplicado a otros territorios, adaptándose a dinámicas particulares. Palabras clave: Sistema de Turismo. A gestão por processos é uma metodologia gerencial adequada ao cenário atual das organizações empresariais e territoriais, que é caracterizado por mudanças permanentes, inovações contínuas e interatividade do cliente nos processos de gestão. Diante de tais pressupostos, o objetivo deste ensaio é apresentar uma proposta de compreensão do sistema territorial turístico. A proposta foi apresentada em dois momentos: o processo de compreensão e a verificação da aplicabilidade em um território turístico, no caso, o destino turístico Itapema - SC. Foi verificada a aplicabilidade da proposta a partir de uma realidade específica, que apresenta a dinâmica do turismo como variável predominante no processo de construção de seu território. O processo proposto se apresentou flexível o suficiente para ser aplicado a outros territórios, adaptando-se a dinâmicas particulares. Palavras-chave: Sistema de Turismo.
