Meat warehouses in supermarkets: difficulties and challenges for registration with the municipal service for control of agicultural products of animal origin (Copas-POA) of Caxias do Sul/RS

Resumo: | The Municipal Inspection Service (SIM) aims to protect the health of the population, inspecting products of animal origin produced in the municipality, carrying out actions to combat illegality in irregular places. The aim of the study was to understand the factors that hinder the accreditation of supermarkets to the municipal inspection service in Caxias do Sul/RS. To identify the criteria used by COPAS-POA for the sanitary control of facilities and equipment in warehouses for meat and meat products, a documental analysis of the legislation in force in the municipality of Caxias do Sul/RS was carried out. This analysis enabled the creation of a questionnaire that was applied to managers of 10 supermarkets, in order to identify the main challenges and difficulties encountered in registering these establishments with the municipal inspection service. The results obtained were grouped in spreadsheets, where the frequencies and percentages were generated. The results indicated that, on average, 45% of the companies believe they are adequate between 70% to 100% with the required documentation, requested equipment and built-up areas. For 80% of the companies, the biggest challenge is related to the financial investments necessary for the installations to adapt to the criteria established by COPAS-POA, such as: construction of a cooling chamber for finished products, a section for the preparation of natural wrappings and a section for preparation of condiments. For most companies, the investment would be more than R$100 thousand reais. However, this adequacy is essential since the criteria established by inspection services, whether at municipal, state or federal levels, aim to ensure safe food for human consumption, regularizing all stages of production of animal products in establishments. |

O objetivo do estudo foi compreender os fatores que dificultam o credenciamento de supermercados ao serviço municipal de inspeção de Caxias do Sul/RS. Para identificar os critérios utilizados pelo COPAS-POA para controle sanitário de instalações e equipamentos de entrepostos de carnes e derivados foi realizada uma análise documental das legislações vigentes no munícipio de Caxias do Sul/RS. Esta análise viabilizou a criação de um questionário que foi aplicado aos gestores de 10 supermercados, a fim de identificar os principais desafios e dificuldades encontradas para registro destes estabelecimentos ao serviço municipal de inspeção. Os resultados obtidos foram agrupados em planilhas, onde foram geradas as frequências e os percentuais. Os resultados indicaram que, em média, 45% das empresas acreditam estarem adequadas entre 70% a 100% com as documentações exigidas, equipamentos solicitados e áreas construídas. Para 80% das empresas, o maior desafio tem relação com os investimentos financeiros necessários às instalações para se adequar aos critérios estabelecidos pelo COPAS-POA, tais como: construção de câmara de resfriamento de produtos prontos, seção de preparação de envoltórios naturais e seção de preparação de condimentos. Para a maior parte das empresas, o investimento seria superior a R$ 100 mil reais.
