Rural education, progressive education movement and educational policy: the experience of the escola ativa program

Resumo: The article presented is a partial result from an academic research at the doctoral level, financed by CNPq, and aims to understand the influence of the Nova Escola (Progressive Education) movement in government initiatives for rural education, in particular, the Escola Ativa Program. We opted for theoretical and methodological procedures such as literature review, documentary analysis, observation, and field notes. In Progressive Education pedagogical conception, two influences stand out: methodological and doctrinal currents, which inspired several educational programs and projects worldwide, including government actions towards rural schools placed in Brazil, such as the Escola Ativa Program implemented in the 1990s to attend rural schools, aiming to fill the methodological gaps for didactic-pedagogical work at schools with multigrade classes. The research results show that the program had occurred for more than 20 years as a specific initiative for schools with multigrade classes. However, the Escola Ativa Program was abolished in 2011 under the argument it would be replaced by the Escola da Terra Program. The extinction of the Program without a prior evaluation of the policy that was conceived ended up following the perverse cycle of education policies in Brazil, where programs and projects have become ceased or extinct, mainly when government transitions occur.

Se optó por los procedimientos teóricos y metodológicos de revisión bibliográfica, análisis documental, observación y notas de campo. En la concepción pedagógica de la Escuela Nueva se destacan dos corrientes: la metodológica y la doctrinaria, que inspiraron varios programas y proyectos educativos en todo el mundo, incluyendo acciones gubernamentales dirigidas a escuelas rurales con experiencias en Brasil, como el Programa Escuela Activa, implementado en la década de 1990 para atender a las escuelas del campo , con el objetivo de llenar los vacíos metodológicos para el trabajo didáctico-pedagógico junto a las escuelas con clases multiseriadas. Los resultados muestran que, después de ejecutado por más de 20 años como una iniciativa específica para la realidad de las escuelas con clases multiseriadas, en 2011 se abolió el Programa Escuela Activa con el argumento de que sería reemplazado por el Programa Escuela da la Tierra. La extinción del Programa, sin una evaluación previa de la política que lo concibió, terminó siguiendo el ciclo perverso de las políticas educativas en Brasil, donde los programas y proyectos son discontinuados y / o terminados, especialmente cuando ocurren transiciones de gobierno.O presente artigo é resultado parcial de uma pesquisa em nível de Doutorado, financiada pelo CNPq, que teve como objetivo compreender a influência do escolanovismo em iniciativas governamentais para a educação do campo, em particular o Programa Escola Ativa. Optou-se pelos procedimentos teóricos e metodológicos da revisão bibliográfica, análise documental, observação e as notas de campo. Na concepção pedagógica da Escola Nova, destacam-se duas correntes: a metodológica e a doutrinária, que inspiraram vários programas e projetos educativos no mundo inteiro, inclusive ações governamentais voltadas para as escolas do campo com experiências no Brasil, como o Programa Escola Ativa, implementado nos anos de 1990 para atender às escolas do campo, visando preencher as lacunas metodológicas para o trabalho didático-pedagógico junto às escolas com turmas multisseriadas. Os resultados mostram que, após ser executado por mais de 20 anos como iniciativa específica para a realidade das escolas com turmas multisseriadas, em 2011, o Programa Escola Ativa foi extinto sob o argumento de que seria substituído pelo Programa Escola da Terra.
