School education in times of pandemic: the right to education, remote education, and social inequality

Resumo: | The article discusses the theme of inclusion/exclusion in the field of school education, emphasizing public policies, especially those developed during the new coronavirus pandemic (Covid-19). Among these, remote teaching stands out as the most common alternative for the State Departments of Education in order to guarantee the right to education. However, from the analysis of public policies adopted by the São Paulo State Department of Education in 2020, especially during the pandemic period, it appears that, in addition to being insufficient in guaranteeing the right to education in an equal manner, such policies they end up further reinforcing the social inequality intrinsic to the capitalist system. Based on the historical-cultural approach, the limitations and contradictions involving remote teaching are analyzed, showing the way in which this alternative, not by chance, is directly linked to the process of deepening the precariousness of educational public policies from the economic crisis -Brazilian policy of recent years and which is now expressed in a forceful way in the midst of the sanitary crisis determined by the pandemic. It is concluded that the daily struggle to expand the right to education must be the mediation of an inclusion project that goes beyond capital. |

Entre estos, la teleeducación se destaca como la alternativa más común de los Departamentos de Educación del Estado para garantizar el derecho a la educación. Sin embargo, a partir del análisis de las políticas públicas adoptadas por la Secretaría de Educación del Estado de São Paulo en 2020, especialmente durante el período pandémico, parece que, además de ser insuficientes para garantizar el derecho a la educación en igualdad de condiciones, tales políticas terminan reforzando aún más la desigualdad social intrínseca al sistema capitalista. A partir del enfoque histórico-cultural, se analizan las limitaciones y contradicciones que implica el aprendizaje a distancia, mostrando la forma en que esta alternativa, no por casualidad, está directamente vinculada al proceso de profundización de la precariedad de las políticas públicas educativas a partir de la crisis económica - Brasileña política de los últimos años y que ahora se expresa de manera contundente en medio de la crisis de salud determinada por la pandemia. Se concluye que la lucha diaria por ampliar el derecho a la educación debe ser la mediación de un proyecto de inclusión que vaya más allá del capital.O artigo discute o tema da inclusão/exclusão no campo da educação escolar enfatizando as políticas públicas, sobretudo as elaboradas durante a pandemia do novo coronavírus (Covid-19). Entre essas, destaca-se o ensino remoto como alternativa mais comum das Secretarias Estaduais de Educação visando garantir o direito à educação. Contudo, a partir da análise das políticas públicas adotadas pela Secretaria da Educação do Estado de São Paulo em 2020, em especial durante o período de pandemia, verifica-se que, além de insuficientes na garantia do direito à educação de maneira igualitária, tais políticas acabam por reforçar ainda mais a desigualdade social intrínseca ao sistema capitalista. Com base na abordagem histórico-cultural, analisam-se as limitações e contradições envolvendo o ensino remoto, evidenciando a maneira pela qual essa alternativa, não por acaso, está diretamente ligada ao processo de aprofundamento da precarização das políticas públicas educacionais a partir da crise econômico-política brasileira dos últimos anos e que se expressa agora de maneira contundente em meio à crise sanitária determinada pela pandemia.
