Selection of school principals in the State of Rio de Janeiro: community participation in political (con)text

Resumo: We analyze how the community's participation in the selection of school principals is included in the legal texts of the municipalities of the State of Rio de Janeiro (RJ). The study carried out from March 2018 to February 2020 covered the forms of community participation in the process of selecting school principals. The Organic Law, the Municipal Education Plan and the legislation on the selection process of directors available at the electronic addresses of the City Halls, City Councils and Municipal Education Departments of the 92 municipalities of RJ were analyzed. We found legislation in 37 municipalities, organized in three blocks based on the concept of normative fidelity, that is, a relationship that articulates the analysis of how the municipalities deliberated the selection of school principals in legal documents. The results demonstrate that the Municipalities operate with a low scale of democracy and that mechanisms of election and consultation in the selection of directors oscillate, subtracting the participation in the decision of the community in the process of selection of school principals. There is a tension placed in the field of studies on democratic management between the categories election and consultation, inscribed since the production of the policy text.

El estudio realizado entre marzo de 2018 y febrero de 2020 cubrió las formas de participación comunitaria en el proceso de selección de directores. Se analizaron la Ley Orgánica, el Plan de Educación Municipal y la legislación sobre el proceso de selección de directores disponibles en las direcciones electrónicas de los municipios, ayuntamientos y departamentos de educación municipal de los 92 municipios de RJ. Ubicamos la legislación en 37 municipios, organizados en tres bloques basados en el concepto de fidelidad normativa, es decir, una relación que articula el análisis de cómo los Municipios deliberaron sobre la selección de directores en documentos legales. Los resultados demuestran que los municipios operan con una baja escala de democracia y que los mecanismos de elección y consulta en la selección de directores oscilan, disminuyendo la participación de la comunidad en la decisión del proceso de selección de directores. Existe una tensión en el campo de los estudios sobre gestión democrática entre las categorías elección y consulta, inscriptas desde la producción del texto de políticaNo presente artigo analisamos como a participação da comunidade para a seleção de diretores está posta nos textos legais dos municípios do Estado do Rio de Janeiro (RJ), pois nos interessa perceber como o legislativo e o executivo operam com a significante participação em políticas de caráter democrático. O estudo realizado no período de março de 2018 a fevereiro de 2020 contemplou as formas de participação da comunidade no processo de seleção de diretores. Foram analisados a Lei Orgânica, o Plano Municipal de Educação e a legislação sobre processo de seleção de diretores disponibilizados nos endereços eletrônicos das Prefeituras, Câmaras de Vereadores e Secretarias Municipais de Educação dos 92 municípios do RJ. Localizamos legislações em 37 municípios, organizados em três blocos a partir da concepção de fidelidade normativa, isto é, uma relação que articula a análise sobre como os municípios deliberaram a seleção de diretores em documentos legais. Os resultados demonstram que os Municípios operam com uma baixa escala de democracia e que oscilam mecanismos de eleição e consulta na seleção de diretores, subtraindo a participação na decisão da comunidade no processo de seleção de diretores.
