Análise qualitativa de Regência Augusta, litoral do Espírito Santo, como área potencial para uma reserva de surfe

Resumo: | This work aims to characterize the Vila de Regência, through a qualitative analysis, according to the Save The Waves Coalition criteria for the certification of a World Surfing Reserve. Regência beach is located in Foz do Rio Doce, a region considered a biodiversity hotspot due to its environmental characteristics, in addition to historical factors that enabled the emergence of a culture based on the relationship between local inhabitants and the sea. The geographic conditions of the region allowed the formation of high quality waves, making surfing increasingly present in the daily life of the community, with tourism and surf-related commerce being the fastest growing economic activity in the area. Despite these characteristics, Praia de Regência has suffered from the lack of adequate public management, giving the village a trajectory of popular demands. In this scenario, the creation of instruments that enable adaptive and participatory management, optimizing governance processes, can represent an important milestone for local development, contributing to the proper management of coastal resources and the enhancement of wave protection, opening up new alternatives development and resource management. The World Surf Reserves (RMS) program has shown efficiency in creating new policies for coastal management and environmental and cultural protection. At the national level there is the Brazilian Surf Reserves Program (PBRS), which is developing templates for the creation of surf reserves similar to those used by the Save the Waves Coalition. The study relates such aspects of Praia de Regência in the criteria proposed for the creation of Surf Reserves internationally, these criteria are: 1) Globally significant surf zone or local with waves of exceptional quality; 2) Unique environmental features and clear paths to protect them; 3) The local surf culture and history; 4) The support and participation of the local community. The work evaluated items 1, 2 and 3 through local diagnoses and a bibliographic survey that describe the socio-environmental and historical aspects involving Praia de Regência. The assessment indicates Regência as a place that meets all the selected criteria, as: 1) it has excellent surfing quality, with constant waves throughout the year, and the winter period is when the best swells occur, forming tubular waves and fast at points and extensive and maneuverable in Boca do Rio, reaching up to 3 meters in height. 2) To present in its surroundings species of fauna and flora at risk of extinction, have its surf peaks inserted in a Conservation Unit (Biological Reserve of Trains) and be a spawning site for Dermochelys coriacea, known as giant or leatherback turtle, extremely rare species worldwide. 3) Have activities related to the surf ecosystem (tourism and fishing) as the main economic activity of the village, due to the intense tourist movement generated by the waves, in addition to the history of exploration and discovery of the peak in an isolated region, making Regência a legend live in the memory of capixaba surfers. |

A praia de Regência localiza-se na Foz do Rio Doce, região considerada um hotspot de biodiversidade devido às suas características ambientais, além de que fatores históricos possibilitaram o surgimento de uma cultura baseada na relação entre os habitantes locais e o mar. As condições geográficas da região possibilitaram a formação de ondas alta qualidade, tornando o surf cada vez mais presente no dia a dia da comunidade, sendo o turismo e o comércio relacionado ao surf a atividade econômica que mais cresce no local. Apesar de tais características, a Praia de Regência tem sofrido com a falta de uma gestão pública adequada, dando para a vila uma trajetória de reivindicações populares. Nesse cenário, a criação de instrumentos que possibilitem uma gestão adaptativa e participativa, otimizando os processos de governança, podem representar um importante marco para o desenvolvimento local, contribuindo para a gestão adequada dos recursos costeiros e a valorização da proteção da onda, abrindo novas alternativas de desenvolvimento e gestão de recursos. O programa das Reservas Mundiais de Surf (RMS) têm mostrado eficiência na criação de novas políticas de gestão costeira e proteção ambiental e cultural. A nível nacional existe o Programa Brasileiro de Reservas de Surf (PBRS), que está desenvolvendo moldes para a criação de reservas de surf semelhantes aos usados pela Save the Waves Coalition. O estudo relaciona tais aspectos da Praia de Regência nos critérios propostos para a criação de Reservas de Surf internacionalmente, estes critérios são: 1) Zona de surf globalmente significativa ou local com ondas de qualidade excepcional; 2) Características ambientais únicas e caminhos claros para protegê-las; 3) A cultura e história de surf local; 4) O apoio e participação da comunidade local. O trabalho avaliou os itens 1, 2 e 3 por meio de diagnósticos locais e levantamento bibliográfico que descrevem os aspectos socioambientais e históricos que envolvem a Praia de Regência.
