Modelo multicritério construtivista de avaliação de desempenho para apoiar a gestão operacional do porto de Imbituba – Santa Catarina

Resumo: Maritime transport is the main channel in the world to meet logistics demands and has its foundations in ports. Port operations are complex, involving multiple actors with conflicting interests, where variables are often poorly defined due to political, social and environmental interests. As latent demand, port managements are constantly judged and within this scenario, it is recommended to evaluate processes and results. Thus, the research aimed to build a performance evaluation model for the operational management of the Port of Imbituba - SC. This intention was justified by the research project where it was identified that the Port of Imbituba does not have a performance evaluation model and that ports and their evaluation systems receive criticism due to gaps in management models and/or methodologies and researched and applied techniques. In the elaboration of the work, the critical analysis of the set of articles studied, which supported the theoretical framework of the research, was adopted the Knowledge Development Process - Constructivist (ProKnow-C), which consolidates itself as a structured process of selection and analysis. of scientific literature to support researchers from the constructivist perspective. With the application of ProKnow-C, tasks, phases and steps were developed where results were achieved through: (i) bibliometric analysis made use of 5 databases, namely Scopus, Willey, ProQuest ASSIA, Web of Science and Materials Science & Engineering Database, which obtained 5,526 raw articles and 52 articles for the bibliographic portfolio - PB with 151 authors in total and 4 highlighted, 1 with more than 4200 citations and 15 journals in the primary base, and 4 for their representativeness. The articles are cited 874 times, and, in their fullness, the methods are normativist. Connecting to the Multicriteria Constructivist Decision Support Methodology (MCDA-C) applied in the continuation of the work, the articles of the BP, 19 are empirical linked to the main research point (Fundamental Point of View - PVF - Operation/Elementary Point of View - PVE) - Movement). From the total of the articles of the PB, 10 research methodologies of performance evaluation emerged; (ii) 109 gross aspects were identified internationally and 94% of the articles adopted the realistic approach; (iii) other complementary results as samples of national gross aspects indicated as indicators were researched and 247 world ports were identified, being from 4 continents having linked ports (African with 11 ports; American with 40; Asian with 108 and concluding the European with 76 ports), totaling 59 observed countries; (iv) the constructed model consists of 03 Fundamental Points of View (PVFs), 07 Areas of Concern, 94 descriptors, where 04 were processed as samples, where of these, the totality presents compromising performance; and (iv) recommendation actions were prepared for all descriptors processed. Finally, the model was based on the Multicriteria Constructivist Decision Support Methodology (MCDA-C), used in the structuring, evaluation and elaboration of recommendation actions. Thus, the model built for the Port of Imbituba meets expectations, needs and demands, establishing itself as a detailed and referential framework to guide and sustain the strategic, tactical and operational actions of the Port Authority.

Como demanda latente, as gestões portuárias são constantemente julgadas e dentro deste cenário, preconiza-se avaliar processos e resultados. Assim sendo, a pesquisa teve por objetivo, construir um modelo de avaliação de desempenho para a gestão operacional do Porto de Imbituba, Santa Catarina. Tal intenção se justificou pelo projeto de pesquisa, em que se identificou que o Porto de Imbituba não detém um modelo de avaliação de desempenho e que os portos e seus sistemas de avaliação recebem críticas por conta das lacunas nos modelos de gestão e/ou das metodologias e técnicas pesquisadas e aplicadas. Já na elaboração do trabalho, a análise crítica do conjunto de artigos estudados, que embasou o referencial teórico da pesquisa, foi adotado o Knowledge Development Process-Constructivist (ProKnow-C), que se consolida como um processo estruturado de seleção e análise da literatura científica para sustentar os pesquisadores da perspectiva construtivista. Com a aplicação do ProKnow-C, foram desenvolvidas tarefas, fases e etapas em que se alcançou resultados, através de: (i) a análise bibliométrica fez uso de cinco bases de dados, sendo elas: Sopus, Willey, ProQuest ASSIA, Web of Science e Materials Science & Engineering Database. Obteve-se 5.526 artigos brutos e 52 artigos para o portfólio bibliográfico (PB), com 151 autores no total e quatro destacados sendo um (1) com mais de 4200 citações e 15 periódicos na base primária, sendo apontados quatro deles por sua representatividade. Os artigos são citados 874 vezes e, em sua plenitude os métodos são normativistas. Conectando à Metodologia Multicritério de Apoio à Decisão Construtivista (MCDA-C) aplicada na continuação do trabalho, dos artigos do PB, 19 são empíricos vinculados ao ponto principal da pesquisa (Ponto de Vista Fundamental - PVF – Operação/Ponto de Vista Elementar - PVE – Movimentação). Do total dos artigos do PB, emergiram dez metodologias de investigação de avaliação de desempenho; (ii) foram identificados 109 aspectos brutos em nível internacional e 94% dos artigos adotaram a abordagem realista; (iii) outras resultantes complementares como amostras de aspectos brutos nacionais apontados como indicadores foram pesquisados e 247 portos mundiais foram identificados, sendo estes de quatro continentes tendo portos vinculados (Africano com 11 portos; Americano com 40; Asiático com 108 e concluindo o Europeu com 76 portos), perfazendo um total de 59 países observados; (iv) o modelo construído é composto por três Pontos de Vista Fundamentais (PVFs), sete Áreas de Preocupação, 94 descritores, em que quatro foram processados como amostras, e destes, a totalidade apresenta desempenho comprometedor; e (iv) foram elaboradas ações de recomendações para todos os descritores processados. Por fim, o modelo foi fundamentado com a Metodologia Multicritério de Apoio à Decisão Construtivista (MCDA-C), utilizado na estruturação, avaliação e elaboração das ações de recomendações.
