O impacto do “método 5s” na cultura organizacional em instituição de segurança pública: um estudo de caso

Resumo: In times when public resources are increasingly scarce, organizations must look for management tools that help them to meet existing demands more effectively, thus providing more knowledge and optimization of processes, adding value and efficiency to the organization. The 5S model is a basic quality tool. It was developed with the purpose of improving the management of the manager in his routine, to potentiate this management, to promote the acculturation of the people to an economy environment, to optimize the organization, the cleaning, hygiene and the discipline. This tool is divided into 5 senses, the words are of Japanese origin and have been translated for better understanding: Seiri - Sense of use, Seiton - Sense of ordering, Seisou - sense of cleanliness, Seiketsu - sense of health and Shitssuke - sense of discipline . For the Japanese, a clean, organized environment enhances the quality and productivity of an organization. Thus, the present study aims to analyze the impact of the 5S method on the organizational culture of a Public Safety institution. The data were collected together with the federal military of two units that make up a Public Security institution. It is a descriptive research, where the bibliographic method was used and thus it is considered an applied research, because the research was motivated by the need to solve concrete problems. The strategy used to collect the data was through a questionnaire, composed of questions that followed the Likert scale. The average Ranking was used to analyze the data. With the realization of the study, it was possible to realize that if the 5S tool were implemented, the organizational culture of one of the units surveyed would not be totally affected, since the manager of the unit already uses a quality policy that even without being expressed is visible by the way That your subordinates respond to. However, if it were implemented in the other unit, the impact on the culture will be great, since the manager should not only implant the method, it should generate both behavioral and managerial changes. It can be said that some simple actions can have a great impact, the educational process of awareness involves changes of habits and behaviors of both the manager and all that make up the institution.

O modelo 5S é uma ferramenta básica da qualidade. Foi desenvolvida com o intuito de melhorar o gerenciamento do gestor em sua rotina, potencializar esse gerenciamento, promover o aculturamento das pessoas a um ambiente de economia, otimizar a organização, a limpeza, higiene e a disciplina. Essa ferramenta é dividida em 5 sensos, as palavras são de origem japonesa e foram traduzidas para melhor entendimento: Seiri - Senso de utilização, Seiton - Senso de ordenação, Seisou - senso da limpeza, Seiketsu - senso da saúde e Shitssuke - senso da disciplina. Para os japoneses, um ambiente limpo e organizado favorece o aumento da qualidade e da produtividade de uma organização. Dessa forma, o presente estudo tem como objetivo analisar o impacto do método 5S na cultura organizacional de uma instituição de Segurança Pública. Os dados foram levantados junto a militares federais de duas unidades que compõem uma instituição de Segurança Pública. Trata-se de uma pesquisa descritiva, onde foi utilizado o método bibliográfico e assim sendo considerada uma pesquisa aplicada, pois a investigação foi motivada pela necessidade de resolver problemas concretos. A estratégica utilizada para coletar os dados foi por meio de questionário, composto por questões que seguiram a escala Likert. O Ranking médio foi utilizado para analisar os dados. Com a realização do estudo, foi possível perceber que se a ferramenta 5S fosse implantada, a cultura organizacional de uma das unidades pesquisadas não seria totalmente afetada, pois o gestor da unidade já utiliza uma política de qualidade que mesmo sem estar expressa é visível pela forma que seus subordinados respondem. Contudo se fosse implementada na outra unidade, o impacto na cultura seria grande, pois o gestor não deverá apenas implantar o método, deverá gerar mudanças tanto comportamentais como gerenciais.
