THE INCLUSION OF UNIVERSITY STUDENTS WITH DISABILITIES: AN ANALYSIS OF REGULATIONS

Resumo: Public policies aimed at inclusion in higher education have reflected in the growth of enrollments at this level of education of a historically excluded population, transforming the portrait of Brazilian public universities. Based on the premise that access must be linked to adequate conditions for permanence, this article aims to analyze the normative texts of the Federal University of the State of Rio de Janeiro (UNIRIO) that deal with the process of inclusion of students with disabilities. We sought to understand how the institutional textual production reflects what has been transformed, in different measures, in the university, in its sectors, in its spaces and in the actions as an institution. As instruments for data collection, there were analysis of documents available on the UNIRIO website. The document analysis method was applied for data treatment, as proposed by Cellard. As a result, it was found that the Brazilian community of people with disabilities has already contemplated with laws, decrees and ordinances that guarantee access to university. However, the simple access guarantee and the existence of political-normative texts do not correspond to a complete change of situation.

Partiendo de la premisa de que el acceso debe estar vinculado a condiciones adecuadas para la permanencia, este artículo tuvo como objetivo analizar los textos normativos de la Universidad Federal del Estado de Río de Janeiro (UNIRIO) que tratan sobre el proceso de inclusión de estudiantes con discapacidad. Se buscó comprender cómo la producción textual institucional refleja lo que ha ido transformándose, en diferentes medidas y con cierta inercia, en la universidad, en sus sectores, en sus espacios y en las acciones como institución. Como instrumentos para la recopilación de datos, se llevó a cabo el análisis de documentos disponibles en el sitio web de la UNIRIO. El método del análisis documental se aplicó para el tratamiento de los datos, según lo propuesto por Cellard. Como resultado, se constató que la comunidad brasileña de personas con discapacidad ya ha sido más o menos contemplada con leyes, decretos y resoluciones que garantizan el acceso a la universidad. Sin embargo, la simple concesión del acceso y la existencia de textos político-normativos no corresponden a un cambio completo de escenario.As políticas públicas voltadas para a inclusão no ensino superior têm refletido no crescimento das matrículas nesse nível de ensino de uma população historicamente excluída, transformando o retrato das universidades públicas brasileiras. Partindo da premissa de que o acesso deve estar atrelado às condições adequadas para permanência, este artigo teve como proposta analisar os textos normativos da Universidade Federal do Estado do Rio de Janeiro (UNIRIO) que tratam do processo de inclusão de estudantes com deficiência. Buscou-se entender como a produção textual institucional reflete o que foi sendo transformado, em diferentes medidas e com alguma inércia, na universidade, nos seus setores, nos seus espaços e nas ações como instituição. Como instrumentos para a coleta de dados realizou-se a análise de documentos disponíveis no site da UNIRIO. O método da análise documental foi aplicado para tratamento dos dados, como proposto por Cellard. Como resultado, constatou-se que a comunidade brasileira de pessoas com deficiência já foi mais ou menos contemplada com leis, decretos e portarias que garantem o acesso à universidade.
