Inclusion and quotas for admission in higher education for people with disability

Resumo: The present article aims at presenting   treaties and legislations related to the person with disability regarding inclusion and quotas for admission. In order to address these issues in higher education, it is vital to think about how they have been dealt with in basic education. Starting from the fight of the groups of people with disability, the perspective, in the construction of laws, has been moving towards the need for inclusion and activities aimed at those individuals. The discussion about the theme of “inclusion” has been taking place for some time already in basic education, but it is recent in the sphere of  higher education. The quotas for admission are guaranteed by Law, but it is relevant to discuss the access, permanence and the continuation of studies by the person with disability in higher education. To meet the demand the key word is accessibility. In addition to that, we need to think about the attitudinal barriers which represent the major obstacle in the matter of inclusion.

Para abordar estos temas en la educación superior, es necesario pensar cómo ha sido tratado en la educación básica. A partir de la lucha de los colectivos de personas con discapacidad, la mirada, en la construcción de las leyes, fue volcandose a la necesidad de inclusión y actividades dirigidas a estos individuos. La discusión sobre el tema de la “inclusión” en el ámbito de la educación básica viene desde hace tiempo, pero en el ámbito de la educación superior es reciente. La reserva de plazas está garantizada por ley, pero es necesario discutir el acceso, permanencia y continuación de estudios de las personas con discapacidad en la educación superior. Para atender la demanda, la palabra clave es la accesibilidad, además de pensar en la barrera actitudinal que es el gran obstáculo en la cuestión de la inclusión.O presente artigo pretende apresentar tratados e legislações relacionadas à pessoa com deficiência no que tange a inclusão e a reserva de vagas. Para abordar essas questões no ensino superior é preciso pensar como vem sendo tratada na educação básica. A partir da luta dos grupos de pessoas com deficiência, o olhar, na construção das leis, foi se voltando para a necessidade de inclusão e atividades direcionadas a esses indivíduos. A discussão sobre o tema da “inclusão” no âmbito da educação básica já ocorre há algum tempo, mas no âmbito do ensino superior é recente. A reserva de vagas está garantida por Lei, mas é necessária a discussão com relação ao acesso, permanência e o prosseguimento de estudos da pessoa com deficiência no ensino superior.
