Resumo: | The purpose of this study was to evaluate a teacher training program as part of the Children's Literacy Program of Resende, State of Rio de Janeiro, Brazil. This program was created in 2006 by the Literacy Coordination, after a research based on second grade classes results from 2005. These results identified a failing rate of 25%. The main objectives of this Program were to decrease the dropout rate and failing rate in initial years of the city schools; to implement continuous training politics for literacy teachers; to evaluate and follow up the literacy process. To identify the change that occurred after the teacher training activities, this study listened to many participants of this program: teachers, pedagogical staff (principals, pedagogical and educational advisers) and the technical staff from EDUCAR Institute, by using three different instruments. The results showed that the goal of the City Department of Human Development to reduce the failing rate in 5% considering the previous school year, was not reached. It was observed an increase of only 2%. This small gain, although, does not deny the importance of the change that resulted from the teachers training activities regarding their practice and the integration of theoretical principles. Thus this study intends to offer information that helps the City Department of Human Development to develop actions focused on the students learning needs. |

El programa fue creado en 2006 por el Departamento de Alfabetización, después de realizar un estudio de los resultados obtenidos por los alumnos de 2 º año en 2005, que encontró una tasa de 25% de desaprobación. Los principales objetivos del programa son reducir las tasas de deserción y repetición en los primeros años de las escuelas municipales, poner en práctica políticas para la formación continua de los profesores de alfabetización, evaluar y supervisar el proceso de alfabetización. Para identificar el impacto causado por la formación de profesores, este estudio dio voz a los numerosos participantes en la aplicación del Programa de Alfabetización de los niños: los profesores de alfabetización, el personal técnico y pedagógico de las escuelas (directores y consejeros escolares y educativos) y el personal técnico del Instituto de Educación de Resende (EDUCAR), utilizando tres instrumentos diferentes. Los resultados mostraron que el objetivo fijado por la Secretaria Municipal de la reducción del 5% en respecto al año anterior, no se alcanzó. Lo que se observó fue un aumento de sólo 2 puntos porcentuales. Este pequeño aumento, sin embargo, no invalida los cambios hechos a partir de la formación, con los maestros en el contexto de las actitudes y las prácticas pedagógicas y la incorporación de principios teóricos. El estudio pretende, pues, favorecer una reflexión sobre el desarrollo de una gestión para la aprendizaje de los estudiantes.O presente estudo consistiu em avaliar as capacitações docentes como parte do Programa de Alfabetização de Crianças do município de Resende, Estado do Rio de Janeiro (RJ). O Programa foi criado em 2006, pela Coordenação de Alfabetização, após realizar um levantamento dos resultados obtidos pelas turmas de 2º ano, em 2005, que constatou um índice de 25% de reprovação. Os principais objetivos do Programa eram reduzir a evasão e a repetência nos anos iniciais das escolas municipais; implantar políticas de formação continuada do professor alfabetizador; avaliar e acompanhar o processo de alfabetização. Para identificar o impacto promovido pelas capacitações docentes, este estudo deu voz aos diversos participantes da implantação do Programa de Alfabetização de Crianças: professores alfabetizadores, equipe técnico-pedagógica das escolas (diretores e orientadores pedagógicos e educacionais) e equipe técnica do Instituto da Educação de Resende (EDUCAR), aplicando três instrumentos diferentes. Os resultados mostraram que a meta prevista pela Secretaria Municipal de redução de repetência em 5% em relação ao ano anterior, não foi alcançada. O que se observou foi apenas um aumento de 2 pontos percentuais. Este pequeno ganho, entretanto, não invalida as mudanças realizadas a partir das capacitações, com os professores, no âmbito de atitudes práticas e pedagógicas, e acadêmicas de incorporação de princípios teóricos. O estudo pretende, assim, oferecer subsídios para que a Secretaria Municipal de Desenvolvimento Humano e Fraternidade possa desenvolver uma gestão focada na aprendizagem dos alunos.
