Construction of an inclusive educational system: a politic-pedagogical challenge

Resumo: | In the Brazilian reality, the proposal of the construction of an inclusive educational system is supported legally and in theoretical principals based on democratic ideas of equality, equity and diversity. However, very often, the inclusive practices become distant from the theoretical and legal proposals. Thus, in this article, we have the objective of discussing aspects related to the outline of public policies of educational inclusion, considering the politicy- administrative actions and the ones with pedagogical character. We put in debate the difficulties in apprehending the intersectional character of the educational process, the concept of inclusive education, as well as the difficulties in materializing the non-excluded pedagogical practices for the transformation of the educational context, not only about the theoretical conceptions but also about the operational actions to search for the establishment and implementation of an inclusive system. |

Sin embargo, muchas veces, las practicas inclusivas se distancian de sobremanera de las proposiciones teoricas y legales. Asi en este artículo, tenemos como objeto discutir aspectos relacionados al delineamiento de politicas públicas de inclusion educacional considerando las acciones politico administrativas y las de caracter pedagogico. Ponemos en debate las dificultades de aprension del caracter intersocial del proceso de concepto de educacion inclusiva, como tambien las dificultades de materializacion de practicas no excluyentes de la transformacion del contexto educacional , tanto en el que se refiere a las concepciones cuanto a las acciones en la búsqueda e implementacion de un sistema inclusivo.Na realidade brasileira a proposta da construção de um sistema educacional inclusivo encontra-se amparada legalmente e em principios teoricos fundamentados em ideais democraticos de igualdade, eqüidade e diversidade. No entanto, muitas vezes, as práticas inclusivas se distanciam sobremaneira das proposicoes teoricas e legais. Assim, neste artigo, temos como objetivo discutir aspectos relacionados ao delineamento de politicas públicas de inclusao educacional, considerando as acoes politico-administrativas e as de carater pedagogico.
