Brazilian higher education: analysis of the Private Higher Education Institutions tandem by State policies

Resumo: The article analyzes the changes in the Brazilian higher education, taking as reference the database of the INEP, and the dynamics of Private Institutions of Higher Education in quickly assimilate state policies focused on higher education. Aims to present the evolution of higher education in Brazil, especially graduation, highlighting the changes made in public policy from the 2000s and that affected this level of education. The theoretical framework was based on discussing the origin and evolution of higher education in Brazil, the gap between supply and demand for places in higher education and the Brazilian public policies implemented in higher education from the 2000s. Concerning the methodological aspects, it is a descriptive research quantitative and qualitative approach. The results show that the growth of enrollment in higher education has been showing signs of exhaustion, causing a idle system manifested in the various courses without demand in selection processes. Public policies have a key role to adjust supply and demand, since there is evidence that income is a major inhibitor of filling vacancies and success rate.

Este trabajo tiene como objetivo presentar la evolucion de la enseñanza superior en Brasil, especialmente en el plano de la graduacion, destacando los cambios realizados en las politicas públicas desde el 2000 y que afectaron a este nivel de educacion. La base del marco teorico fue discutir el origen y la evolucion de la enseñanza superior en Brasil, la falta de correspondencia entre la oferta y la demanda de sus plazas y las politicas públicas brasileñas aplicadas en ella desde el 2000. Sobre los aspectos metodologicos se puede afirmar que se trata de una investigación descriptiva de abordaje cuanti-cualitativo. Los resultados muestran que el crecimiento de las plazas en la enseñanza superior han presentado muestras de agotamiento, dando lugar a un sistema inactivo que se manifiesta en los diferentes cursos sin demanda durante los procesos de seleccion. Las politicas públicas tienen un papel fundamental para ajustar la oferta y la demanda, ya que hay indicios de que la renta es un gran inhibidor de la cobertura de vacantes y de la tasa de exito.O artigo analisa as transformacoes ocorridas no ensino superior brasileiro, tomando como referencia a base de dados do INEP, e a dinâmica das Instituicoes Privadas de Ensino Superior em assimilar rapidamente as politicas de Estado voltadas para a Educação Superior. Tem como objetivo apresentar a evolução do ensino superior no Brasil, em especial a graduação, com destaque para as modificacoes introduzidas nas politicas públicas a partir dos anos 2000 e que afetaram este nivel de ensino. A fundamentação teorica foi pautada em debater a origem e a evolução do ensino superior no Brasil, o descompasso entre a oferta e a demanda de vagas no ensino superior brasileiro e as Politicas públicas implementadas no ensino superior a partir dos anos 2000. No tocante aos aspectos metodologicos, trata-se de uma pesquisa descritiva, de abordagem quanti-qualitativa. Os resultados encontrados evidenciam que o crescimento das vagas no ensino superior vem apresentando sinais de esgotamento, ocorrendo uma ociosidade no sistema que se manifesta nas vagas nao preenchidas nos processos seletivos.
