Public policies of continuous formation for teachers: a study of courses taken from bidding proposals

Resumo: The text presents a discussion on public policies for teachers´ continuous formation, implemented in Brazil, focusing on the analysis of the actions carried out by the Education Secretariat of a municipality/capital of the northeastern region of Brazil from 2008 to 2012. The survey was centered on the proposals which were selected in a bidding competition for the accomplishment of courses for the continuous formation of municipal public school teachers. The objective of this study was to examine how the actions were developed and whether there are innovative aspects. We conclude that, although the proposals present the purpose to innovate, with the outlook of moments that favor the relation between theory and practice and the interaction between teachers and instructors in the school context, there is no evidence that this has actually occurred. Therefore, we can infer that the formation offered to the teachers was carried out by means of courses with the characteristics of the traditional model, based on the transmission and reception practice.

La investigación tuvo como objeto de analisis las propuestas seleccionadas en competencia licitatoria para la realizacion de cursos de formacion continua de profesores de la red pública del municipio. El objetivo fue examinar como se desarrollan las acciones y si aparecen aspectos innovadores. Se concluye que, aunque las propuestas tengan la intencion de innovar, con la prevision de momentos que favorecen la relacion entre teoria y practica, asi como con la interaccion entre profesores y formadores en el contexto escolar, no hay evidencias de que eso realmente llego a ocurrir. De esta forma se infiere que la formacion ofrecida a los profesores se llevo a cabo a traves de cursos con las caracteristicas del modelo tradicional, anclados en la practica de la transmision y recepcion.O texto apresenta uma discussao sobre politicas públicas para a formação continuada de professores, implementadas no Brasil, concentrando a analise nas acoes efetivadas pela Secretaria de Educação de um municipio/capital da Regiao Nordeste do Brasil, durante os anos de 2008 a 2012. A investigação teve como foco de analise as propostas que foram selecionadas em concorrencia licitatoria para a realização de cursos de formação continuada de professores da rede pública do municipio. O objetivo foi examinar como as acoes foram desenvolvidas e se ha aspectos inovadores. Conclui-se que, embora as propostas registrem a intencao de inovar, com a previsao de momentos que favorecem a relação entre a teoria e a pratica, bem como a interação entre os professores e os formadores no contexto escolar, nao ha evidencias de que isso realmente ocorreu.
