Resumo: Based on the concepts of administration par excellence, the quest to portray the public environment and its reflexes with society seems to be quite significant. Thus, this work aimed to relate, in a bibliographic review research using the deductive method, the theoretical evolution of public management models to focus on the novelties brought to Brazil by introducing the principle of efficiency in the Federal Constitution of 1988 and the edition of the Fiscal Responsibility Law, problematizing the difficulties of putting the new management paradigms into effect with such changes. It is intended to address the consequences of these innovations with the municipal public sector, especially municipal public spending and revenues.

Assim, esse trabalho visou relacionar a evolução teórica dos modelos de gestão pública para focar nas novidades trazidas ao Brasil pela introdução do princípio da eficiência na Constituição Federal de 1988 e a edição da Lei de Responsabilidade Fiscal, problematizando-se as dificuldades de efetivação dos novos paradigmas de gestão advindos com tais mudanças.
