Communication, information and repertotory of action of social movements in Brazil and Germany: access to information and social participation

Resumo: | Information and communication are key elements that empower individuals to actively engage in political and social life. Through the communication and information networks established by social movements, people gain access to knowledge, data, arguments, and perspectives that can influence their opinions, engagement, and actions. Considering the importance of information and communication for democracy and civic participation, this text explores the action repertoires of social movements and their relationship with citizenship and media systems, particularly the internet, reflecting on their political, social, and cultural practices. In its theoretical journey, the text presents a conceptual and relational approach to information, communication, and civic participation, encompassing a certain performative dimension of social movements, manifested in mobilization, organization, and articulation of these movements around their political and social objectives. In the partial results, examples from Brazil and Germany in this context are discussed. The study was developed following the methodological procedures prescribed in the Systematic Literature Review. National and international databases provided by the German university Technische Universität Dortmund, such as Scopus, Web of Science, and SciELO, were consulted. The Capes Theses and Dissertations Portal and the libraries of Unesp, USP, and Unicamp, all Brazilian institutions, were also consulted. Searches focused on strategically selected topics in the areas of Communication, Sociology, and Information Science, prioritizing publications from the 2000s, with an emphasis on those from the 2010s, without disregarding classical works from earlier periods. In the end, 67 references were selected and their content was systematically organized: relevant information from each study (e.g., methods and results) was extracted and recorded systematically. Social movements bring a variety of perspectives and voices to public discourse. They represent interests and groups often excluded or marginalized, ensuring that democracy is inclusive and that a wide range of concerns is considered in policy formulation. They can encourage active citizen participation, involving citizens in activities such as protests, petitions, and political engagement. This strengthens democracy as citizens feel more connected and involved in the political process. The reflection on information, communication, and social movements presented in this study suggests that social movements are active political actors in the public sphere who, even though they may not engage with all sectors of society or with political power, are legitimate carriers of specific demands from social groups and work in favor of democracy through citizen practices. The communication and information networks established by them are essential to support the alternative public sphere and build the foundations of the movement itself, which leads us to understand that the relationship between social movements, information and communication is intimate and intense. |

Considerando la importancia de la información y la comunicación para la democracia y la participación ciudadana, este texto aborda los repertorios de acción de los movimientos sociales y su relación con la ciudadanía y los sistemas de medios de comunicación, especialmente Internet, reflejando sus prácticas políticas, sociales y culturales. En su recorrido teórico, el texto presenta un enfoque conceptual y relacional sobre la información, la comunicación y la participación ciudadana, que comprende una cierta dimensión performativa de los movimientos sociales, que se materializa en la movilización, la organización y la articulación de estos movimientos en torno a sus objetivos políticos y sociales. En los resultados parciales, se abordan ejemplos de Brasil y Alemania en este contexto. El estudio se desarrolló siguiendo los procedimientos metodológicos prescritos en la Revisión Sistemática de la Literatura. Se consultaron bases de datos nacionales e internacionales proporcionadas por la Universidad Técnica de Dortmund en Alemania, como Scopus, Web of Science y SciELO, por ejemplo. También se consultaron el Portal de Tesis y Disertaciones de Capes y las bibliotecas de Unesp, USP y Unicamp, todas ellas brasileñas. Las búsquedas se centraron en temas estratégicamente seleccionados en las áreas de Comunicación, Sociología y Ciencia de la Información y priorizaron publicaciones a partir de la década de 2000, con énfasis a partir de la década de 2010, sin menospreciar obras clásicas de períodos anteriores. Al final, se seleccionaron 67 referencias y se sistematizó su contenido: se extrajeron y registraron de manera sistemática las informaciones relevantes de cada estudio, como métodos y resultados. Los movimientos sociales agregan una variedad de perspectivas y voces a la discusión pública. Representan intereses y grupos frecuentemente excluidos o marginados, asegurando que la democracia sea inclusiva y que se consideren una amplia gama de preocupaciones en la formulación de políticas. Pueden fomentar la participación ciudadana activa, involucrando a los ciudadanos en actividades como protestas, peticiones y compromiso político. Esto fortalece la democracia, ya que los ciudadanos se sienten más conectados e involucrados en el proceso político. La reflexión sobre la información, la comunicación y los movimientos sociales presentada en este estudio sugiere que los movimientos sociales son actores políticos activos en la esfera pública que, aunque no dialoguen con todos los sectores de la sociedad o con el poder político, son portadores legítimos de las demandas específicas de grupos sociales y operan a favor de la democracia a través de prácticas ciudadanas. Las redes de comunicación e información que establecen son fundamentales para fundar la esfera pública alternativa y construir las bases del propio movimiento, lo que nos lleva a comprender que la relación entre movimientos sociales, información y comunicación es íntima e intensa.Informação e comunicação são elementos-chave que capacitam os indivíduos a se envolverem ativamente na vida política e social. Por meio das redes de comunicação e informação estabelecidas pelos movimentos sociais, as pessoas têm acesso a conhecimentos, dados, argumentos e perspectivas que podem influenciar suas opiniões, engajamento e ações. Considerando a importância da informação e da comunicação para a democracia e para a participação cidadã, este texto aborda os repertórios de ação de movimentos sociais e sua relação com a cidadania e os sistemas de mídia, em especial a internet, refletindo as suas práticas políticas, sociais e culturais. Em seu percurso teórico, o texto apresenta uma abordagem conceitual e relacional sobre informação, comunicação e participação cidadã, que compreende uma certa dimensão performática dos movimentos sociais, que se materializa na mobilização, na organização e na articulação desses movimentos em torno de seus objetivos políticos e sociais. Ao final, 67 referências foram selecionadas e tiveram seu conteúdo sistematizado: informações relevantes de cada estudo (por exemplo, métodos e resultados) foram extraídas e registradas de forma sistemática. Os movimentos sociais agregam uma variedade de perspectivas e vozes à discussão pública. Eles representam interesses e grupos muitas vezes excluídos ou marginalizados, garantindo que a democracia seja inclusiva e que uma ampla gama de preocupações seja considerada na formulação de políticas. Podem incentivar a participação cidadã ativa, envolvendo os cidadãos em atividades como protestos, petições e engajamento político. Isso fortalece a democracia, pois os cidadãos se sentem mais conectados e envolvidos no processo político. A reflexão sobre informação, comunicação e movimentos sociais apresentada neste estudo sugere que os movimentos sociais são atores políticos atuantes na esfera pública que, mesmo não dialogando com todos os setores da sociedade ou com o poder político, são portadores legítimos das demandas específicas de grupos sociais e operam a favor da democracia por meio de práticas cidadãs.
