State Action and the Management of Science and Education Policies in Mexico

Resumo: This article compares the characteristics of the processes undertaken to manage education and science policies in Mexico. In both cases, radical transformations are taking place and have implied a rethinking of the relationship between society and the State. Through them, the heterogeneity of the State’s capacities is analyzed with the purpose of deepening the study on the State’s response to sectoral demands. The text results from a research project about the impact of science policies on the educational sector. The methodology is based on a review of official documents and media information on policy design and decision-making. Its contribution is theoretical in political action research.  Keywords: State. A través de ellos, se problematiza la heterogeneidad de las capacidades estatales para profundizar en el estudio de la respuesta estatal ante las demandas sectoriales. El texto procede de una investigación sobre el impacto de las políticas de ciencia en el sector educativo. La metodología se basa en una revisión de documentos oficiales e información de medios sobre el diseño de la política y la toma de decisiones. O texto é fruto de uma pesquisa sobre o impacto das políticas científicas no setor educacional. A metodologia é baseada na revisão de documentos oficiais e informações da mídia sobre o desenho de políticas e a tomada de decisões. Sua contribuição é teórica no campo da pesquisa-ação política.
