Resumo: This study aimed to promote a reflection about the role of university extension as an instrument for the realization of the human right to education. Methodologically, this study used bibliographical research about the public university in its historical context and its social function, bringing debates about the operational university and the institutional university. Also, we used the documentary research about the extension actions at the Federal University of Tocantins (UFT) registered in subjects related to human rights. From the data analyzed, it was possible to verify actions aimed at the promotion of human rights and emancipation of citizens, but the low number of actions registered in the secondary thematic area - human rights and justice - caused concern due to the importance of this thematic area for the construction of favorable conditions for the emancipation of individuals and a less unequal society.

Metodologicamente este estudo se valeu da pesquisa bibliográfica a respeito da universidade pública em seu panorama histórico e com relação à sua função social, trazendo debates sobre a universidade operacional e a universidade institucional. Também se utilizou da pesquisa documental acerca das ações de extensão na Universidade Federal do Tocantins (UFT), cadastradas em temas afetos aos direitos humanos.
