Bureaucracy Economics: the case of public education of Rio Grande do Sul state

Resumo: Initially, the author attempts to show the limitations of the conventional economic analysis when applied to certain "production" areas of bureaucratic type, e.g., public education. Taking as an empirical basis the state school system data of Rio Grande do Sul, the writer attempts to test two economic models of institutionalistic inspiration: those of Willian Niskanen and Migue & Belanger. The author then concludes that the models, especially the M & Bone, carry a clear correspondence to the described reality, which proves the usefulness of· the non-orthodox economic analysis on the interpretation of aspects which are not taken into consideration by the conventional theory.

Inicialmente, o autor busca mostrar as limitações da análise econômica convencional, quando aplicada a certos setores de "produção" de tipo burocrático, como, por exemplo, o ensino público. Tomando como base empírica dados relativos ao sistema estadual de ensino do Rio Grande do Sul, o autor procura testar dois modelos econômicos de inspiração institucionalista: o de Willian Niskanen e o de Migue & Belanger. Conclui que os modelos, especialmente o de M & B, apresentam clara correspondência com a realidade descrita, comprovando a utilidade da análise econômica não-ortodoxa na interpretação de aspectos descurados pela teoria convencional.
