Nuclear energy generation strategy in Brazil: the case of Eletronuclear

Resumo: This article presents the results of a strategic analysis of Eletronuclear — Brazil's state-owned producer of nuclear energy — conducted from a systemic and integrative perspective. The analysis’ main objective was to answer the following question: Considering the 2001 energy crisis in Brazil and the concern with the risks of nucleo-electric energy, is the firm's current strategy adequate and sustainable? Towards this end, a case study was carried out that involved documental/telematic investigations, semi-structured interviews and participative observation. The article highlights inconsistencies between the firm's strategy, its burocratic organizational culture and political macro-environmental factors. Among the recommendations made as a result of the strategic analysis, it emphasizes the importance of reviewing the country's energetic model, especially, the nucleo-electric energy's tariff issue.

Esta análise buscou responder à seguinte pergunta: tendo em vista a crise energética ocorrida em 2001 e a preocupação da sociedade com os riscos envolvidos na utilização da energia nucleoelétrica, será que a estratégia vigente da empresa é adequada e sustentável? Para tanto, conduziu-se um estudo de caso que envolveu investigação documental/telematizada, entrevistas semi-estruturadas e observação participativa. O artigo evidencia inconsistências entre a estratégia explicitada pela empresa, sua cultura organizacional burocratizada e os fatores macroambientais políticos.
