Resumo: AbstractThe 1988 Federal Constitution highlighted management councils as resources vital to the sedimentation of decentralization and participation principles in public policies' systems. According to the participatory ideal, it is necessary to balance the relationships between citizens and governments. From democracy and public administration paradigms perspective, this means to promote deliberative and societal forms. Starting from these considerations, it was searched, in this article, to understand the role of councils in the development of two principles of societal administration: the political-institutional reinvention and participative-deliberative democracy. After observing twelve councils in Lavras, MG, it was concluded that these are consistent sources of political and institutional innovation. However, its efficacy is limited regarding the sedimentation of the local deliberative democracy. Deficits of information, the social non-association, the fragile connection between representatives and represented and the government opportunism work for this.Key words: Public administration, Management councils, Societal administration, Deliberative democracy, Public deliberation

En consonancia con el ideal participativo, está la necesidad de nivelación de las relaciones entre ciudadanos y gobiernos. Bajo la perspectiva de los paradigmas de democracia y administración pública, esto implica favorecer sus formas deliberativas y sociales. En base a estas consideraciones, se buscó en este artículo, comprender el papel de los consejos en la viabilidad de dos principios de la administración de la sociedad: la reinvención político-institucional y la democracia participativo-deliberativa. Después de la observación de doce consejos en el municipio de Lavras, MG, se llegó a la conclusión que estos son fuentes consistentes de innovación político-institucional. Sin embargo, su eficacia es limitada en lo que respecta a la sedimentación de la democracia deliberativa local. Operan para esto los déficits de información, la desarticulación social, la frágil conexión entre representantes y representados y el oportunismo gubernamental.Palabras clave: Administración pública, Consejos gestores, Administración de la sociedad, Democracia deliberativa, Deliberación públicaResumoA Constituição Federal de 1988 destacou os conselhos gestores como recursos vitais à sedimentação dos princípios da descentralização e da participação nos sistemas de políticas públicas. Em consonância com o ideal participativo, existe a necessidade de nivelamento das relações entre cidadãos e governos. Sob a perspectiva dos paradigmas de democracia e administração pública, isso implica promover suas formas deliberativa e societal. Partindo dessas considerações, buscou-se, neste artigo, compreender o papel dos conselhos na viabilização de dois princípios da administração societal: reinvenção político-institucional e democracia participativo-deliberativa. Após a observação de 12 conselhos no município de Lavras (MG), concluiu-se que eles são fontes consistentes de inovação político-institucional. Entretanto, sua eficácia é limitada no que se refere à sedimentação da democracia deliberativa local.
