The financial capital agenda for education in Latin America in pandemic times

Resumo: The year 2020 was marked by the Covid-19 pandemic which triggered policies of social containment. In education, such policies resulted in the closure of school institutions. During the pandemic, the organization of financial capital around the Education agenda proposed an adjustment with important impacts on the work carried out in schools, especially, on the teaching work. In this article, we analyze some elements of this agenda in the pandemic period and regarding its correlation with the financial capital strategies since the 1990s. It is important to understand the faces of the precariousness of the teaching work (SILVA; MOTTA, 2019) from the accountability dimension (EVANGELISTA, 2017) as a strategy to control financial capital. The work is directed towards the analysis of documents produced by two financial capital agencies and the respective coalitions operated by them. As a continuity trait, the study showed that, during the pandemic period, the agenda formulated by financial capital has a close relationship with the Education for All agenda and with the elements that produce precarious teaching.

En educación, estas políticas tuvieron su expresión en el cierre de instituciones escolares. La organización del capital financiero en torno a la agenda educativa, durante la pandemia, propuso un ajuste con importantes impactos en la labor que se realiza en las instituciones escolares y, especialmente, en la labor docente. En este artículo, analizamos algunos elementos que constituyen esta agenda en el período pandémico en su correlación con las estrategias de capital financiero en curso, desde la década de 1990. Es importante comprender los rostros de la precariedad del trabajo docente (SILVA; MOTTA, 2019), desde la dimensión de la rendición de cuentas (EVANGELISTA, 2017) como estrategia para controlar el capital financiero. El trabajo está dirigido al análisis de documentos elaborados por dos agencias de capital financiero y las respectivas coaliciones operadas por ellas. Como rasgo de continuidad, se notó que la agenda formulada por el capital financiero, durante el período pandémico, tiene una estrecha relación con la agenda de Educación para Todos y con los elementos que producen una enseñanza precaria.O ano de 2020 foi marcado pela pandemia do Covid-19 que desencadeou políticas de contenção social. Na educação, tais políticas tiveram sua expressão no fechamento das instituições escolares. A organização do capital financeiro em torno da agenda da educação, no decorrer da pandemia, propôs um ajuste com importantes impactos sobre o trabalho realizado nas instituições escolares e, destacadamente, sobre o trabalho docente. Neste artigo, analisamos alguns elementos constitutivos dessa agenda, no período pandêmico, em sua correlação com as estratégias do capital financeiro em curso, desde a década de 1990. Convém compreender as faces da precarização do trabalho docente (SILVA; MOTTA, 2019), a partir da dimensão da responsabilização (EVANGELISTA, 2017) como estratégia de controle do capital financeiro. Direciona-se o trabalho para a análise dos documentos produzidos por duas agências do capital financeiro e as respectivas coalizões operadas pelas mesmas.
