A Few Implications about Special Education in the Neoliberal System

Resumo: This essay supports the conception that school is inserted in a society that corre­sponds to a historic and dialectic moviment in which there are many power relations. in this context of discussion, we attempt to express some thoughts about school inclusion directed more specifically to public politicies and to special educational practices in the neoliberal setting. This paper focuses on these iconic spots in the globalization of capitalist economy, which often stand out and many other times camouflage themselves when considering the constitution of the subject’s knowledge, especially when referring to individuals with mental disabilities in inclusion processes in school. in a system of marginalization caused by intense competition, deviation is seen as threatening, the impaired is not seen through their possibili­ties, but through their limits underlying organic deficit. upon these considerations, there are the pressures, tensions and contradictions that pervade the field of special education, when one considers the human being as a producer and a product of history. in this sense, it is nec­essary to widen perspectives and overcome the narrow interpretations about the inclusion in the neoliberal context, amplifying the angle of analysis of concrete social actions.

Nesse contexto de discussão, procura-se tecer algumas reflexões sobre a inclusão escolar, orientadas às políticas públicas e práticas educativas especiais no cenário neoliberal. Este trabalho foca-se nos pontos emblemáticos presentes no movimento de globalização da economia capitalista, que muitas vezes se sobressaem e tantas outras se camuflam ao pensar sobre a formação do sujeito do conhecimento, principalmente quando se referem aos indivíduos com deficiência mental em processo de inclusão escolar. Num sistema de intensa marginalização provocada pela competitividade, o desvio é tido como ameaçador, o deficiente não é olhado pelas suas possibilidades, e sim é visto pelos seus limites subjacentes ao déficit orgânico. Mediante essas ponderações, observa-se as pressões, tensões e contradições que perpassam o âmbito da educação especial, quando se considera o ser humano enquanto produtor e produto da história.
