Resumo: This paper presents the results of a research that had as its object of study Roraima State educational system, its challenges, difficulties, progress, setbacks and primary education teacher training policies. The text presents data from 1945 to 2015, occasionally referring back to 1890, when the city of Boa Vista was created. The central part of the research rests on the actions taken to solve the lack of teachers for basic education problem during that period. The research is descriptive and analytical and favors the data collection and the actions taken in the process of organizing Roraima education system, specially related to primary education teacher training policies. In this purpose, it uses bibliographic and documentary research aiming to organize the large amount of existing dispersed data. Newspaper articles from different eras, and testimonials of people who participated in this process, and images of the surveyed periods - obtained in state newspapers- and public archives and the author???s collection, and data extracted from different official bases - such as INEP, UFRR, the UERR and IBGE - were used as a primary sources. This set of data and information allowed for a broad mapping from the early education initiatives in 1890 to the current conditions of education in the state. The data obtained allow us to state that the process of creation and organization of the education system undergoes through changes as the political status of the region changes, from village to Territory and finally to State of the Federation in 1988. In this long process, teacher training has always been the central problem and an impediment to the expansion of the education system. A wide range of actions is presented in the text, mostly of emergency and temporary nature, put in practice to solve this issue. Only in the 1970s, with the emergence of the first higher education offers, teacher training opportunities begins to diversify and increase. This research shows that the proliferation of public and private institutions of higher education equated only partially this situation because while it presents a data growth in the number of teacher training openings for basic education, teachers' working conditions are substandard with scrapped schools, the devaluation of professional education, problems with teaching career, etc. This work also shows the status of vocational education, which has expanded the offer, specifically after the creation of a school belonging to the Federal Network of Technological Education. It analyzes recent Roraima educational data, especially after the creation of IDEB. Although the data collected show very positive numbers, the same data shows that much remains to be done. The research sought to uncover aspects of education in this part of the Amazon, through the description of basic education, and higher education, and vocational education offer, permeated by teacher training policies.

O texto apresenta dados do per??odo 1945-2015, esporadicamente retroagindo a 1890, quando foi criado o munic??pio de Boa Vista. O recorte central da pesquisa recai sobre as a????es desenvolvidas ao longo desse per??odo visando equacionar o problema da falta de professores para a educa????o b??sica. A pesquisa tem um car??ter descritivo-anal??tico, privilegia o levantamento de dados e as a????es realizadas no processo de organiza????o do sistema de ensino de Roraima, com especial aten????o para as pol??ticas de forma????o de professores para a educa????o b??sica. Nesse intento, utiliza-se de pesquisa bibliogr??fica e documental, com a inten????o de organizar a grande quantidade de dados j?? existentes, mas que se encontram de forma dispersa. Utiliza-se, como fonte prim??ria, de artigos de jornais de diferentes ??pocas, de depoimentos de pessoas que participaram desse processo, de imagens dos per??odos pesquisados, obtidas em jornais do Estado, arquivos p??blicos e do acervo do autor, de dados extra??dos de diferentes bases oficiais, como do INEP, da UFRR, da UERR e do IBGE. Esse conjunto de dados e informa????es coletadas permitiu a realiza????o de um mapeamento amplo que mostra desde as primeiras iniciativas de educa????o em 1890 at?? as condi????es atuais do ensino no Estado. Os dados obtidos nos permitem afirmar que o processo de cria????o e organiza????o do sistema de ensino sofre modifica????es ?? medida que se altera o estatuto pol??tico da regi??o, passando de Vila, para Territ??rio e, finalmente em 1988, a Estado da Federa????o. Nesse longo processo, a forma????o de professores sempre foi o problema central e impeditivo para a expans??o do sistema de ensino. Apresentamos no texto um amplo conjunto de a????es, em sua maioria de cunho emergencial e tempor??rio, realizadas para resolver essa quest??o. Somente na d??cada de 1970, com o surgimento das primeiras ofertas de ensino superior ?? que tem in??cio a diversifica????o e o aumento das possibilidades de forma????o de professores. A pesquisa mostra que a prolifera????o de institui????es p??blicas e privadas de ensino superior equacionou em parte essa situa????o, pois se ela apresenta dados crescentes quanto ?? oferta de vagas para forma????o de professores para a educa????o b??sica, as condi????es de trabalho dos professores s??o muito prec??rias, com escolas sucateadas, a desvaloriza????o do profissional da educa????o, problemas com a carreira docente etc. O trabalho tamb??m apresenta a situa????o do ensino profissionalizante, que tem ampliado a oferta, especificamente ap??s a cria????o de uma escola pertencente ?? Rede Federal de Educa????o Tecnol??gica. Analisa os dados recentes apresentados pelo ensino em Roraima, especificamente ap??s a cria????o do IDEB. Apesar dos dados coletados mostrarem n??meros bastante positivos, os mesmos dados mostram que muito ainda a ser feito. A pesquisa procurou desvelar os aspectos da educa????o nesta parte da Amaz??nia, por meio da descri????o da oferta de educa????o b??sica, ensino superior e educa????o profissional, permeada pelas pol??ticas de forma????o docente.Este texto presenta los resultados de una investigaci??n que tuvo como objeto de estudio el sistema educativo roraimense, sus desaf??os, dificultades, avances, retrocesos y las pol??ticas educativas para formaci??n de maestros para trabajar en la ense??anza primaria. El texto presenta datos del per??odo 1945-2015, y de forma espor??dica retroactiva a 1890, cuando se cre?? la ciudad de Boa Vista. La parte central de la investigaci??n se basa en las acciones llevadas a cabo durante este periodo con el objetivo de resolver el problema de la falta de maestros de educaci??n b??sica. La investigaci??n es de car??cter descriptivo y anal??tico, favorece la recolecci??n de datos y las medidas adoptadas en el proceso de organizaci??n del sistema educativo de Roraima, con especial atenci??n a las pol??ticas de formaci??n del profesorado para la educaci??n b??sica. En este prop??sito, se utiliza la investigaci??n bibliogr??fica y documental con la intenci??n de organizar la gran cantidad de datos existentes, pero que se encuentran de forma dispersa. Se utiliza, como fuente primaria, de art??culos de peri??dicos de diferentes ??pocas, testimonios de personas que participaron en este proceso, las im??genes de los periodos estudiados, obtenidas en los peri??dicos estatales, archivos p??blicos y la colecci??n el autor, de los datos extra??dos de diferentes bases oficiales, como INEP, UFRR, el UERR e IBGE. Este conjunto de datos e informaci??n recopilada permiti?? un amplio mapeo, para mostrar desde las primeras iniciativas de educaci??n en 1890 hasta las condiciones actuales de la educaci??n en el estado. Los datos obtenidos permiten afirmar que el proceso de creaci??n y organizaci??n del sistema educativo se somete a cambios a medida que cambia el estatus pol??tico de la regi??n, de pueblo en territorio y, finalmente, en 1988, en Estado de la Federaci??n. En este largo proceso, la formaci??n del profesorado ha sido siempre el problema central y impedimento para la expansi??n del sistema educativo. Presentamos en el texto una amplia gama de acciones, en su mayor??a de naturaleza emergencial y temporaria, realizadas para resolver este problema. S??lo en la d??cada de 1970, con la aparici??n de las primeras ofertas de educaci??n superior, comienza la diversificaci??n y el aumento de las oportunidades de formaci??n de profesores. La investigaci??n muestra que la proliferaci??n de instituciones p??blicas y privadas de educaci??n superior equiparado en parte esta situaci??n, ya que presenta cada vez m??s datos sobre el n??mero de vacantes para la formaci??n de docentes para la educaci??n b??sica, pero las condiciones laborales de los profesores son muy pobres, con las escuelas desechadas, la devaluaci??n de los profesionales de la educaci??n, los problemas con la carrera de maestro, etc. El trabajo tambi??n muestra el estado de la formaci??n profesional, que se ha ampliado la oferta, especialmente despu??s de la creaci??n de una escuela que pertenece a la Red Federal de Educaci??n Tecnol??gica. Analiza los datos recientes de la ense??anza en Roraima, sobre todo despu??s de la creaci??n del IDEB. A pesar de los datos recogidos mostraren n??meros muy positivos, los mismos datos muestran que a??n queda mucho por hacer. description This paper presents the results of a research that had as its object of study Roraima State educational system, its challenges, difficulties, progress, setbacks and primary education teacher training policies. The text presents data from 1945 to 2015, occasionally referring back to 1890, when the city of Boa Vista was created. The central part of the research rests on the actions taken to solve the lack of teachers for basic education problem during that period. The research is descriptive and analytical and favors the data collection and the actions taken in the process of organizing Roraima education system, specially related to primary education teacher training policies. In this purpose, it uses bibliographic and documentary research aiming to organize the large amount of existing dispersed data. Newspaper articles from different eras, and testimonials of people who participated in this process, and images of the surveyed periods - obtained in state newspapers- and public archives and the author???s collection, and data extracted from different official bases - such as INEP, UFRR, the UERR and IBGE - were used as a primary sources. This set of data and information allowed for a broad mapping from the early education initiatives in 1890 to the current conditions of education in the state. The data obtained allow us to state that the process of creation and organization of the education system undergoes through changes as the political status of the region changes, from village to Territory and finally to State of the Federation in 1988. In this long process, teacher training has always been the central problem and an impediment to the expansion of the education system. A wide range of actions is presented in the text, mostly of emergency and temporary nature, put in practice to solve this issue. Only in the 1970s, with the emergence of the first higher education offers, teacher training opportunities begins to diversify and increase. This research shows that the proliferation of public and private institutions of higher education equated only partially this situation because while it presents a data growth in the number of teacher training openings for basic education, teachers' working conditions are substandard with scrapped schools, the devaluation of professional education, problems with teaching career, etc. This work also shows the status of vocational education, which has expanded the offer, specifically after the creation of a school belonging to the Federal Network of Technological Education. It analyzes recent Roraima educational data, especially after the creation of IDEB. Although the data collected show very positive numbers, the same data shows that much remains to be done. The research sought to uncover aspects of education in this part of the Amazon, through the description of basic education, and higher education, and vocational education offer, permeated by teacher training policies.
