Public mobility management in Brazil still has many challenges. To understand the informality that is born in mobility because of transport system failures, the paper makes considerations on forms of mobility and an example in BR040. The governance problem for Brasí­lia typicality should be evaluated. The research assumes that institutions should work in a coordinated manner and allow local administrators to choose the best modalities to provide safe and good service to residents. The research shows that the economic and legal relationship between formality and informality arises from the issue of land use and management and in general from the patrimonialist conception of the territory of Brazilian political culture. Among the proposals a solution for infrastructure and flows to mobility problems could be to increase jobs in the municipality and use alternative routes. It is essential to attract an investor to build a shopping center as an anchor. This brings more taxes to the municipality and increases the number of local workers. It is also a priority to activate and build roads that can reach Brasí­lia by other ways. For example, a use of GO 521 that meets DF002 near Jardim ABC is a viable alternative, but should be modified in paving, illuminated and flagged. Such informality should be discussed not as a cause or a problem, but as a deliberate consequence of the actions of local power and political culture and be part of mobility management as an indicator of efficiency and not to increase the exclusion of citizens.
