GOVERNANCE ISSUES IN PUBLIC MOBILITY POLICIES

Resumo: | Public mobility management in Brazil still has many challenges. To understand the informality that is born in mobility because of transport system failures, the paper makes considerations on forms of mobility and an example in BR040. The governance problem for Brasília typicality should be evaluated. The research assumes that institutions should work in a coordinated manner and allow local administrators to choose the best modalities to provide safe and good service to residents. The research shows that the economic and legal relationship between formality and informality arises from the issue of land use and management and in general from the patrimonialist conception of the territory of Brazilian political culture. Among the proposals a solution for infrastructure and flows to mobility problems could be to increase jobs in the municipality and use alternative routes. It is essential to attract an investor to build a shopping center as an anchor. This brings more taxes to the municipality and increases the number of local workers. It is also a priority to activate and build roads that can reach Brasília by other ways. For example, a use of GO 521 that meets DF002 near Jardim ABC is a viable alternative, but should be modified in paving, illuminated and flagged. Such informality should be discussed not as a cause or a problem, but as a deliberate consequence of the actions of local power and political culture and be part of mobility management as an indicator of efficiency and not to increase the exclusion of citizens. |

Para entender a informalidade que nasce na mobilidade por causa das falhas do sistema de transporte o trabalho faz considerações sobre as formas de mobilidade e um exemplo na BR040. Deve-se avaliar o problema de governança para tipicidade de Brasília. A pesquisa parte da hipótese que as instituições devem trabalhar em maneira coordenada e permitir aos administradores locais escolher as melhores modalidades para fornecer o serviço aos moradores em segurança e com boa qualidade. A pesquisa mostra que a relação econômica e de direito entre formalidade e informalidade nasce da questão do uso e gestão do solo e em geral da conceição patrimonialista do território da cultura política brasileira. Entre as propostas uma solução para infra-estrutura e fluxos aos problemas de mobilidade poderia ser de aumentar empregos no município e usar rotas alternativas. Fica fundamental atrair um investidor para construção de um centro comercial como âncora. Isso leva mais taxas para o município e aumenta o numero de trabalhadores locais. Também é prioritário ativar e construir estradas que possam atingir Brasília por outros caminhos.
