The ethnic-racial quotas in brazilian federal universities and the imperative of inclusion

Resumo: We analyze in this article the ethnic-racial quota program in the Brazilian Federal Universities as a in/exclusion dispositive from the theories by Michel Foucault about neoliberal governmentality and the security dispositive. The proposal is to problematize the system of quota reservation in Brazilian universities, considering the imperative of inclusion as a neoliberal strategy in the freedom management and social control. Nowadays, the population desire management, of its capacities to opt freely and require its participation in the market strategies is considered, in this case, under the effect of a safety dispositive, which highlights the way neoliberal governmentality works on the process of subjectivity. It is in this sense that the inclusion becomes nowadays the tonic of social rules and ensures the speech that every citizen must to be included and may use the possibilities offered by the State. However, the inclusion doesn’t assure the equalitarian participation of all, therefore, inclusion, in this case, is not necessarily the opposite of exclusion, but it is part of the inclusion-exclusion dynamics.

Se propone problematizar el sistema de reserva de vacantes en las universidades brasileñas considerando el imperativo de la inclusión como estrategia neoliberal de gestión de la libertad y control social. En la contemporaneidad, la gestión de los deseos de la población, de su capacidad de optar libremente y requerir su participación en los juegos del mercado es considerada, en este caso, como efecto de los dispositivos de seguridad, lo que señala hacia la manera como la gubernamentalidad neoliberal actúa en los procesos de subjetivación. En ese sentido la inclusión resulta la tónica de los preceptos sociales actuales y se traduce en el discurso de que todos deben estar incluidos y pueden echar mano de las posibilidades ofrecidas por el Estado. Sin embargo, la inclusión no garantiza la participación igualitaria de todos y, por eso, no necesariamente es el opuesto de la exclusión, pero compone la dinámica de la inclusión-exclusiva.Analisa-se neste artigo o programa de cotas étnico-raciais nas universidades federais brasileiras como um dispositivo de in/exclusão, a partir das teorizações de Michel Foucault sobre a governamentalidade neoliberal e sobre os dispositivos de segurança. A proposta é problematizar o sistema de reserva de vagas nas universidades brasileiras, considerando o imperativo da inclusão como estratégia neoliberal de gestão da liberdade e de controle social. Na contemporaneidade, a gestão dos desejos da população, de sua capacidade de optar livremente e de requerer a sua participação nos jogos do mercado é considerada, neste caso, efeito dos dispositivos de segurança, o que aponta para a maneira como a governamentalidade neoliberal atua nos processos de subjetivação. É nesse sentido que a inclusão se torna a tônica dos preceitos sociais atuais e se traduz no discurso de que todos devem estar incluídos e podem lançar mão das possibilidades ofertadas pelo Estado.
