Charter school: proposal, police networks and educational implications in Brazil

Resumo: This study analyzes the charter school model and its dissemination in Brazil. The research was carried out in two moments: a first, of survey of research and studies on the subject in the country; and a second, of analysis and exploration through the method of network ethnography which uses online data as new forms of data. Charters’ origin and dissemination in the United States is linked to the idea of governance, inserting actors and business logic in public education. About Brazil, the analytical categories covered three points: the origin of the charter school model in the country; the educational proposal and experiences in the educational networks; and the actors and networks of political influence formed. The results show that charter schools are a recent theme in studies and initiatives nationally, allowing the insertion of business actors and strategies as new mechanisms for the privatization and commercialization of public education, aspects that need to be clarified regarding their purposes and implications

La recolección de datos se realizó en dos etapas: una primera, de levantamiento de investigaciones y estudios sobre el tema en el país; y una segunda, de exploración de datos a partir del método de etnografía en red que hace uso de fuentes en línea. El origen y la difusión del movimiento charter se encuentran en Estados Unidos a partir de la idea de gobernabilidad, con la inserción de actores y de la lógica empresarial en la educación pública. Con respecto a Brasil, el procesamiento de datos consideró tres categorías analíticas: el origen del modelo charter school en el país; la propuesta pedagógica y sus experiencias educativas; y redes de influencia política. Las conclusiones indican que las charter schools son un tema reciente en investigaciones e iniciativas a nivel nacional, permitiendo la inserción de actores y estrategias empresariales como nuevos mecanismos de privatización y mercantilización de la educación pública, aspectos que precisan ser adensados cuanto a sus propósitos y sus implicaciones.Este estudo analisa o modelo charter school e sua disseminação no Brasil. A coleta de dados se realizou em dois momentos: um primeiro, de levantamento de pesquisas e estudos sobre o tema no país; e um segundo, de exploração dos dados a partir do método de etnografia de redes que faz o uso de fontes online. A origem e a disseminação do movimento charter repousam nos Estados Unidos a partir da ideia de governança, com a inserção de atores e da lógica empresarial na educação pública. Quanto ao Brasil, o tratamento dos dados considerou três categorias analíticas: a origem do modelo charter school no país; a proposta pedagógica e suas experiências educacionais; e as redes de influência política.
