The scope of this study is to examine the adjustments made between the Public Administration and the third sector, highlighting the limits on the performance of the public manager in the exercise of his discretionary competence, notably in terms of the purpose of the act. Considering the importance that the Third Sector has been exercising in society a and the need for effective controls to repel the maladjustment of the public patrimony, it is necessary to have a study focusing on the controls on transfers, reducing the powers of the agent. For that, it began with the development of the third sector, its current importance and about the main normative instruments that regulated. Then, the principles that guide the activities of the Public Administration, as well as their inflows on the entities benefited by the partnerships signed. After that, we study in more detail the Law 13,019/2014, highlighting the various norms that guide the elaboration, execution and accountability on these partnerships
