The actual job deals bibliographically and descriptively, the historical context in which the police was created by making a comparison between the various landmarks which generated popular discontent caused by the governments that succeeded each other throughout history. The indiscriminate use of police forces as an instrument of social control was a determinant factor to generate fear and mistrust between police and society, causing removal and lack of popular participation in public safety. The current paradigm of policing is put to the test by many scholars in public safety. In its place is proposed the model of community policing, in which, for its success, is fundamental to the participation. Therefore, it was proposed to transitional Police model, intending to approach the police and society, contributing to the implementation of community policing. The use of some instruments for the peaceful resolution of conflicts in which the police shall be responsible for the dissolution of actor strife, proposals for improvements in attendance at the Regional, relationship with society and dissemination of corporate image, are key to the transition between the policing models and the deconstruction of fear that exists today, making possible the participation of society in the area of public safety policies and, consequently, decreasing crime rates
