Portugal's territorial management documents plan the development of its rural territory as a way of mitigating these impacts. Based on the premise that heritage protection and development are complementary, this planning can be seen as an opportunity to safeguard Portuguese rural heritage.The feasibility of community-based rural tourism as an instrument for the development and safeguarding of Portugal's rural heritage is evaluated and a script for the implementation of community-based tourism programs is proposed, focusing on the rural territory of Portugal and on strengthening its heritage.The investigation is developed in four stages. The conceptualization of the terms heritage and community-based tourism; the identification of factors that contribute to rural community development and the safeguarding of heritage based on Portugal's territorial management documents; the elaboration of theoretical and empirical analyzes based on publications with many citations in the literature and the analysis of rural tourism case studies published in international journals and chapter of books related to tourism; and, finally, the construction of the script based on the information gathered.Sixteen key processes for the development of community-based tourism programs were identified and 94 key messages were categorized whitin those processes, extracted from the results of the theoretical and empirical literature analysis. With these results, the final product of the investigation was prepared, the script, which serves as a guide for the development of community-based tourism programs, in a way that allows the reader to perceive, before each decision-making, the possible positive and negative impacts related to the to each action within each stage of process development.In the end, the study concluded that community-based rural tourism, provided certain conditions are met, can contribute to developing the local community and safeguarding its heritage.Com o crescente êxodo rural que vem ocorrendo nas últimas décadas o interior de Portugal está a ficar cada vez mais despovoado, pondo em risco a vitalidade das suas tradições culturais e o seu património. Os documentos de gestão territorial de Portugal preveem o desenvolvimento do território rural como forma de mitigar estes impactos. Partido da premissa que a salvaguarda patrimonial e o desenvolvimento são complementares, este planeamento pode ser visto como oportunidade para salvaguardar o património rural português.É avaliada a viabilidade do turismo rural de base comunitária como instrumento de desenvolvimento e de salvaguarda do património rural de Portugal e proposto um roteiro para implantação de programas de turismo de base comunitária, com enfoque no território rural de Portugal e no fortalecimento do seu património.A investigação desenvolve-se em quatro etapas. A conceptualização dos termos património e turismo de base comunitária; a identificação dos fatores que contribuem para o desenvolvimento comunitário rural e a salvaguarda do património com base nos documentos de gestão territorial de Portugal; a elaboração de análises teóricas e empíricas com base em publicações com muitas citações na literatura e na análise de estudos de caso de turismo rural publicados em periódicos internacionais e capítulo de livros relacionados ao turismo; e, por fim, a construção do roteiro fundamentado nas informações levantadas.Foram identificadas 16 processos fundamentais para o desenvolvimento de programas de turismo de base comunitária e categorizadas 94 mensagens-chave, extraídas dos resultados da análise teórica e empírica.
