Resumo: The general objective of the study presented on this document is to promote the social inclusion, equity and well-being of families at risk in Europe through an intervention program for parents of children with SN, and found relevance, among other studies, in the Report “Education and Disability/Special Needs, Policies and Practices in Education, Training and Employment for Students with Disabilities and Special Educational Needs in the EU”, European Commission 1, on 10-07-2012, where it is specifically mentioned that “são precisos mais esforços para harmonizar as definições e melhorar a recolha de dados, para que os países possam comparar mais eficazmente as suas abordagens e aprender mutuamente” (“further efforts are needed to harmonize definitions and improve data collection so that countries can more effectively compare their approaches and learn from each other”), with the purpose of operationalizing the social inclusion of the most disadvantaged. In addition to this reference, the Report also mentions that “O quadro estratégico para a cooperação europeia no domínio da educação e formação (EF 2020) encoraja os Estados-Membros a garantir uma inclusão com êxito de todos os alunos, incluindo das pessoas com necessidades especiais” (“the strategic framework for European cooperation in the field of education and training (ET 2020) encourages Member States to ensure the successful inclusion of all pupils, including people with special needs”), whether at the biological, social or cultural level. The emphasis is placed on education as an always credible source of (good) change, focusing on the responsibilities of educational actors and policy makers. The PSI-WELL Project “Building Bridges: Promoting Social Inclusion and Wellbeing for Families of Children with Special Needs” emerges from this range of uneasiness, but focuses on nuclear entities at the level of the most primordial human cell: the family. And inside it, the parents and the mothers. Thus, the work of research, observation, analysis and reflection emerges in order to build, based on scientific data, an adult education training: The study and training for parents of children with SN. In addition to this approach, which responds to the requests made to the EU Member States, the report also mentions “que não existem dados comparativos entre países europeus” (“that there is no comparative data between European countries”) on results, in general, and on the number of children and adults with special needs, in particular. And for this reason, the PSI-WELL is also a response component here.

E além desta referência, o Relatório menciona também que «O quadro estratégico para a cooperação europeia no domínio da educação e formação (EF 2020) encoraja os Estados- Membros a garantir uma inclusão com êxito de todos os alunos, incluindo das pessoas com necessidades especiais », seja a nível biológico, social e cultural. A tónica é colocada na educação como fonte sempre acreditável de (boas) mudanças, focando as responsabilidades nos atores educativos e decisores politicos. E o Projeto PSI-WELL, «Construindo Pontes – Promover a Inclusão Social de Famílias de crianças com NE», emerge, desta abrangência de intranquilidades, mas com o foco nas entidades nucleares, ao nível da célula humana mais primordial: a família. E nela, os pais e as mães. E surge assim, o trabalho de pesquisa, observação, análise e reflexão, para, com base em dados científicos, construir uma formação de educação em adultos: O estudo e formação em pais de crianças com NE. Além desta abordagem, que responde às solicitações colocadas aos paises-membros da UE, aquele relatório menciona também «que não existem dados comparativos entre países europeus» relativos a resultados em geral e relativos ao número de crianças e ou adultos com necessidades especiais, em particular.
