O avanço desenfreado das mudanças climáticas tem sido sentido ano após ano nas mais diversas regiões do globo. São Paulo, com sua alta densidade populacional, está entre as cidades mais populosas do mundo e a principal artéria de circulação no Brasil, tem visto as condições de sua mobilidade urbana se deteriorarem. Com um sistema de transporte público sobrecarregado e suas vias completamente congestionadas, os moradores testemunham uma piora exponencial em sua qualidade de vida, devido às longas horas perdidas em ônibus, trens ou veículos particulares, e toda a exposição inerente a gases poluentes e ruídos decorrentes dos modos de transporte existentes. São Paulo é cercada por rios que cobrem uma parte significativa de seu território, embora sua situação atual não seja completamente favorável à navegação em todos os trechos, várias ações têm sido realizadas para garantir sua navegabilidade.Esta dissertação tem como objetivo atualizar o corpo de pesquisas sobre a navegação interior e investigar as técnicas e estratégias utilizadas em grandes cidades ao redor do mundo que empregam vias navegáveis como meio de transporte. O estudo concentra-se na cidade de São Paulo, visando analisar as principais barreiras para a implementação de uma via navegável e propor um quadro para um modo de transporte fluvial sustentável e sua infraestrutura de apoio. Além disso, o estudo analisa as tecnologias de navegação urbana existentes, como embarcações elétricas ou híbridas, e os modos de transporte complementares energeticamente eficientes, como bicicletas ou veículos elétricos para entregas de curta distância, a fim de garantir a sustentabilidade em toda a cadeia logística urbana. A investigação é um estudo narrativo que analisa dados com base na literatura existente e identifica possíveis gargalos na execução. O estudo enfatiza que apenas uma abordagem sistêmica envolvendo múltiplos interessados pode facilitar uma transição energética efetiva no transporte urbano. A mobilidade urbana é uma pequena parte de um ecossistema multidisciplinar, e a cooperação e o alinhamento são cruciais para alcançar um objetivo maior.The migration to large urban centers has created significant challenges for global authorities. The unbridled advance of climate change has been felt year after year in the most diverse regions of the globe. São Paulo, with its high population density, ranks among the most populous cities in the world and the main artery of circulation in Brazil, has seen the conditions of its urban mobility deteriorate. With an overloaded public transport system and its roads completely congested, residents witness an exponential worsening of their quality of life, due to the long hours lost in buses, trains, or personal vehicles, and all the inherent exposure to polluting gases and noise from current the existing modes of transportation. São Paulo is encircled by rivers that cover a significant portion of its territory, although their current situation is not entirely favorable to navigation in all their stretches, several actions have been carried out to guarantee their navigability. This dissertation aims to update the body of research on inland navigation and investigate the techniques and strategies used in major cities worldwide that employ waterways as a means of transportation. The study focuses on the city of São Paulo, aiming to analyze the main barriers to the implementation of a waterway and propose a framework for a sustainable waterway transportation mode and its supporting infrastructure. Additionally, the study analyzes existing urban navigation technologies, such as electric or hybrid vessels, and complementary energy-efficient transport modes like bicycles or electric vehicles for last-mile delivery to ensure sustainability across the urban logistics chain. The investigation is a narrative study that analyzes data based on existing literature and identifies possible bottlenecks in execution. The study emphasizes that only a systemic approach involving multiple stakeholders can facilitate an effective energy transition in urban transportation.
