African health systems’ regulation - the cases of Angola, Cape Verde and Mozambique

The article analyzes experiences of health regulation in African countries, based on the cases of Angola, Cape Verde and Mozambique. After analyzing the goals of health regulation, the authors address the challenges related to the governance of health regulatory systems in most African countries. In the three countries under review, health sector regulation assumes different legal capacities, attributions and scope of intervention of regulatory authorities. Angola and Mozambique, countries in which health regulation is under the responsibility of the Ministry of Health, reveal poorly structured and still largely government-dependent regulatory frameworks. On the contrary, Cape Verde, with several changes to the legal framework of the Regulatory Authorities, presents a more mature regulatory system, currently having a government-independent Health Regulatory Body that congregates the regulation of health care, including medicines. Strengthening the health regulatory framework is critical in African countries as it contributes to ensuring quality and access to health care and thereby contributes to achieving Universal Health Coverage.
