The Maintenance Fund Boards dynamic and the Development of Basic Education and Education Professionals Appreciation – Fundeb in Northeastern municipalities

Resumo: | Abstract: This article deals with the Maintenance Fund Boards and Basic Education Development and the Education Professionals Appreciation - Fundeb in Northeastern municipalities, analyzing the municipal education secretaries and the counselors perceptions about their roles in such social participation and representation spheres. The research analyzes the counselors acting dynamic in the municipalities considering the FUNDEB Board as an integral (and important) part of the municipal educational administration. This study is a cut of a Joaquim Nabuco Foundation / MEC survey from 2015 with 382 municipalities, using questionnaires applied to every education secretaries in the survey and to 2,605 Fundeb Board Members. The present article refers to the results that discuss such subjects perceptions about social representation and participation, in the context of Brazilian cooperative federalism, which is characterized by decentralizing the educational services and, in fact, provides an imbalance between the subnational federated entities and the federal sphere with significant effects on the local educational policies management. Social Participation and Representation.Resumen: Este artículo trata sobre los Consejos del Fondo de Mantenimiento y Desarrollo de la Educación Básica y de Valorización de los Profesionales de la Educación - Fundeb en los municipios del noreste, analizando la percepción de los secretarios de educación municipal y consejeros acerca de sus roles en estas esferas de participación y representación social. La investigación analiza la dinámica de actuación de los consejeros en los municipios, considerando este Consejo de FUNDEB como parte integrante (e importante) de la gestión educativa municipal. Este estudio es un recorte de una investigación realizada por la Fundación Joaquim Nabuco / MEC en 2015 con 382 municipios, utilizando cuestionarios aplicados a todos los secretarios de educación de los municipios encuestados y 2.605 consejeros de Fundeb. El presente artículo se refiere a los resultados que debaten las percepciones de dichos temas sobre representación y participación social, en el contexto del federalismo cooperativo brasileño, que se caracteriza por la descentralización de los servicios educativos y, de hecho, proporciona un desequilibrio entre las entidades federadas subnacionales y la esfera federal con efectos significativos sobre la gestión de las políticas educativas locales. Participación y Representación Social.Resumo: Este artigo trata dos Conselhos do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação – Fundeb, em municípios do Nordeste, fazendo uma análise da percepção dos secretários municipais de educação e conselheiros sobre seus papéis nessas esferas de participação e representação social. A pesquisa analisa a dinâmica de atuação dos conselheiros nos municípios, considerando este Conselho do FUNDEB como parte integrante (e importante) da gestão educacional municipal. Este estudo é um recorte de uma pesquisa realizada pela Fundação Joaquim Nabuco/MEC em 2015 com 382 municípios, utilizando questionários aplicados com todos os secretários de educação dos municípios pesquisados e 2.605 conselheiros do Fundeb. O artigo se reporta aos resultados que discutem as percepções desses sujeitos sobre representação e participação social, no contexto do federalismo cooperativo brasileiro, que é caracterizado por descentralização dos serviços educacionais e, na verdade, proporciona um desequilíbrio entre os entes federados subnacionais e a esfera federal com efeitos significativos sobre a gestão das políticas educacionais locais.
